By exploring how one woman was able to exercise influence at the heart of Victorian politics, this book considers what Mary's career tells us about the nature of political life in the mid-nineteenth century. It sheds new light on the connections between informal and formal political culture, incorporating the politics of the home, letter-writing, and social relations into a consideration of the politics of Parliament and Government. It provides a rich investigation of how a woman, with few legal or constitutional rights, was able to become a significant figure in mid-Victorian political life.

Still, it preserved domestic peace and provided the conditions for social, economic, and cultural progress in a vast area inhabited by eleven major nationalities and almost as many confessional groups. This study investigates the social origin, education, training, code of honor, lifestyle, and political role of the Habsburg officers. Simultaneously conservative and liberal, the officer corps, originally composed mainly of noblemen, willingly coopted thousands of commoners--among them an extraordinary number of Jews. Even during World War I, the army and its officers endured, surviving the dissolution of the state in October 1918, if only by a few days. The end of the multinational Habsburg army also marked the end of confessional and ethnic tolerance in Central and East Central Europe.

After an introduction to the region and the political zeitgeist of the late 1860s and early 1870s, it examines in detail the dramatic years beginning in the summer of 1875, when the outbreak of violent unrest in the eastern Herzegovinian region bordering Montenegro led to a massive refugee catastrophe. The study traces the surprising further political and social dynamics to the summer and fall of 1878, when a Habsburg army finally invaded the Bosnian Vilayet and took control of the province - but only after months of fighting against massive local resistance throughout the province. This book cannot be viewed in isolation from larger political dynamics, which are also constantly present in this study as they unfolded. However, as this book attempts to show, it is hardly possible to understand the often contradictory effects of these larger political dynamics without delving deeper into the complex local rationalities and constraints on the action of the actors involved in them.
