In Piety and Public Funding historian Axel R. Schäfer offers a compelling answer to this question by chronicling how, in the first half century since World War II, conservative evangelical groups became increasingly adept at accommodating their hostility to the state with federal support. Though holding to the ideals of church-state separation, evangelicals gradually took advantage of expanded public funding opportunities for religious foreign aid, health care, education, and social welfare. This was especially the case during the Cold War, when groups such as the National Association of Evangelicals were at the forefront of battling communism at home and abroad. It was evident, too, in the Sunbelt, where the military-industrial complex grew exponentially after World War II and where the postwar right would achieve its earliest success. Contrary to evangelicals' own claims, liberal public policies were a boon for, not a threat to, their own institutions and values. The welfare state, forged during the New Deal and renewed by the Great Society, hastened—not hindered—the ascendancy of a conservative political movement that would, in turn, use its resurgence as leverage against the very system that helped create it. By showing that the liberal state's dependence on private and nonprofit social services made it vulnerable to assaults from the right, Piety and Public Funding brings a much needed historical perspective to a hotly debated contemporary issue: the efforts of both Republican and Democratic administrations to channel federal money to "faith-based" organizations. It suggests a major reevaluation of the religious right, which grew to dominate evangelicalism by exploiting institutional ties to the state while simultaneously brandishing a message of free enterprise and moral awakening.

It studies the efforts by churches, synagogues, and ecumenical religious organizations to join and fight the war on poverty as begun in 1964 by the Office of Economic Opportunity. The book also explores the evolving role of religion in relation to the power balance between church and state and how this dynamic resonates in today’s political situation. Robert Bauman surveys all aspects of religion’s role in this struggle and substantially discusses the Roman Catholic Church, mainline Protestant churches, Jewish groups, and ecumenical organizations such as the National Council of Churches. In addition, he pays particular attention to race, showing how activist priests and other religious leaders connected religion with the antipoverty efforts of the civil rights movement. For example, he shows how the Interreligious Foundation for Community Organization (IFCO) exemplifies the move toward ecumenism among American religious organizations and the significance of black power to the evolving War on Poverty. Indeed, the Black Manifesto, issued by civil rights and black power activist James Forman in 1969, challenged American churches and synagogues to donate resources to the IFCO as reparations for those institutions’ participation in slavery and racial segregation. Bauman, then, explores the intricate and fundamental connection between religious organizations, social movements, and community antipoverty agencies and expands the argument for a long War on Poverty.

The huge list of tithing questions, compiled over years of waiting for tithing to finally work, hinges on an exhaustive knowledge, or lack thereof, concerning exactly what Jesus fully accomplished at the cross. When the reality of redemption is properly understood, most questions disappear and the once shaky believer finds that, not only is he now standing on solid rock, but has actually become part of that rock. When redemption is fully understood, one realizes that the act of tithing to “open heaven” or provide anything that Jesus freely gave at the cross is actually an insult to the suffering He endured at the cross. Yes, tithing worked in the Old Covenant as a part of the total Law, but has absolutely no place in the New Covenant that provides everything (Romans 8:32) through the blood of Christ. Peter counted such teaching as “tempting the Holy Spirit” in Acts 15. Paul obviously had the same opinion in most of his writings, for those who will read them without wearing their tithing glasses. We may call it an “act of faith,” “obedience,” “doing the Word,” “good stewardship,” or what ever we want, but at the end of the day it is nothing more than an obsolete, Old Testament ordinance that will only “frustrate the grace of God,” as Paul taught in Galatians. As circumcision became “nothing” under the NT, likewise, tithing is no longer obligatory. Wouldn’t it be wonderful to actually have your prayers easily answered because of Jesus’ finished work and the Name He gave us to use? Would you like to know that God is going to say “yes” to His promises without you having to wonder if all your church ducks are in a row? And finally, wouldn’t it be nice to have a royal ring put on your finger, a kingly robe put on your back, and a big hug of approval without having to sleep in the bunk house as a “servant” until it’s decided that you can be trusted? So, this is a book about salvation; something that the church seems to know little about. Beyond forgiveness of sins, today’s church seems to be unaware and uninterested in understanding redemption. This vacuum has left us open to a myriad of opinions, questionable doctrines, and even deception. This book endeavors to fill some of that vacuum. You should get a copy and explore the possibilities of the complete redemption that God intended for us to enjoy.
