Book excerpt: From the beginnings of colonial settlement in Illinois Country, the region was characterized by self-determination and collaboration that did not always align with imperial plans. The French in Quebec established a somewhat reluctant alliance with the Illinois Indians while Jesuits and fur traders planted defiant outposts in the Illinois River Valley beyond the Great Lakes. These autonomous early settlements were brought into the French empire only after the fact. As the colony grew, the authority that governed the region was often uncertain: Canada and Louisiana alternately claimed control over the Illinois throughout the eighteenth century. Later, British and Spanish authorities tried to divide the region along the Mississippi River. Yet Illinois settlers and Native people continued to welcome and partner with European governments, even if that meant playing the competing empires against one another in order to pursue local interests. Empire by Collaboration explores the remarkable community and distinctive creole culture of colonial Illinois Country, characterized by compromise and flexibility rather than domination and resistance. Drawing on extensive archival research, Robert Michael Morrissey demonstrates how Natives, officials, traders, farmers, religious leaders, and slaves constantly negotiated local and imperial priorities and worked purposefully together to achieve their goals. Their pragmatic intercultural collaboration gave rise to new economies, new forms of social life, and new forms of political engagement. Empire by Collaboration shows that this rugged outpost on the fringe of empire bears central importance to the evolution of early America.

Book excerpt: The UN Rome-based agencies (RBAs) – FAO, IFAD and WFP – collaborate in many forms, from joint advocacy, policy and technical work to joint projects. This is the first independent evaluation of collaboration among the RBAs. It has been jointly undertaken by the evaluation offices of FAO, IFAD and WFP. The evaluation’s primary objective was to assess whether and to what extent RBA collaboration is contributing to the achievement of the 2030 agenda, particularly at country level. The evaluation found that collaboration among the RBAs is a daily reality, reflecting the shared strengths and commitment of these distinctly different organizations. Although competition for resources continues in some contexts, there is widespread recognition of complementarity. In some cases, the current collaborative management processes are not the best way to stimulate joint work, with some types of collaboration imposing higher transaction costs. The operating context for the RBAs is dynamic, with significant potential, and where realism and pragmatism are key to meaningful and effective collaboration. Presently, efforts to promote RBA collaboration are not fully grounded in an accurate understanding of the conditions in which it is most effectively pursued and the formal statements of corporate commitment to collaboration reflect this. The report makes six recommendations, of which five are addressed to management of the three agencies and one of which targets the member states. Recommendation 1. Update the MOU among the RBAs. Although the current five-year MOU was only signed three years ago, significant changes since then make an update necessary. Recommendation 2. Restructure and reinforce the coordination architecture for RBAC within the framework of UNDS reform to ensure that at all levels, the coordination and evaluation of RBAC includes more proactive efforts to develop and disseminate lessons and knowledge about how to optimize collaboration among and beyond the RBAs, about the costs and benefits of RBAC, and about technical experience that can be usefully shared. Recommendation 3. Further embrace the new joint programming mechanisms at the country level and ensure constructive, collaborative RBA engagement with these mechanisms. Recommendation 4. Focus administrative collaboration efforts on further embracing the United Nations efficiency agenda. Recommendation 5. In considering the development of joint projects and programmes, assess the costs and benefits of the proposed collaboration and only proceed if the benefits outweigh the costs. Recommendation 6. The Member States of the RBA Governing Bodies should reappraise and adequately resource their position on RBA collaboration.

Coupled with this organizational complexitiy of operations is a climate of diminishing resources and funding for education in general. Calls for educational reform and limited resources make collaborative responses an attractive option because of the ability to pool talent and resources. Collaborative efforts take many forms. Partnerships may emerge from insitutions working together, departments working across institutions or with community partners, or colleges and universities pairing across national borders. Likewise, collaborations may emerge between and among faculty members that resemble more traditional research projects. From these faculty collaborations, organizational partnerships may then develop. This monograph explroes the key building blocks required to create successful joint ventures. One section reviews partnerships from an institutional perspective, another covers individual collaborations, and a section on future issues identifies threats to partnerships, emergence of international partnerships, and steps to create strategic partnerships. The target audience for this volume includes those interested in developing partnerships or better supporting existing alliances. Book excerpt: Higher education institutions (HEIs) in the Gauteng City-Region (GCR) and elsewhere are increasingly being called upon to do more than their traditional roles of teaching and research. They are now expected to collaborate and engage with other stakeholders with a view to contributing directly and indirectly to social and economic development in their localities. Such an orientation includes having HEIs actively fostering public-private partnerships and other initiatives that enhance equitable regional development. The adoption of such a focus has implications for all aspects of these institutions’ activities, as well as for the policy and regulatory framework in which they operate. This Occasional Paper reflects critically on the role of HEIs in regional development. It surveys current debates on the matter and draws out some of the implications on how we ought to think further about the current state of government-industryacademia interaction and collaboration for development in the GCR. It is motivated by an awareness of the increasing importance of higher education in the regional development discourse, alongside a body of international theory and practice on the contribution of HEIs to regional development. A cornerstone of this body of literature is the so-called ‘triple helix’ framework within which government, industry and academia work intimately, intensely and collaboratively towards a common vision of regional development. Within this framework, HEIs are considered to be a public good that must play a large, meaningful and relevant role in the development and improvement of the cities and regions where they are located.1, 2 They do not, and cannot, stand completely outside the realities of their geographic, social, cultural and political environment. The intended audience for this report extends beyond academics and HEI administrators to include government officials, business and labour leaders, civil society and citizens, because a discussion on stimulating and improving the GCR must be much more than an academic exercise. The collaboration that is essential to regional development requires stakeholders to be familiar with a wide spectrum of issues of importance to individual constituencies. Each constituency must add value and insight to the discussion by drawing on their specific knowledge, experience and self-interests. Establishing this common ground is fundamental to initiating meaningful debate about what the GCR can and should be, and how regional HEIs can work more collaboratively, creatively and effectively to improve and advance the region.

Book excerpt: The Department of Homeland Security's (DHS's) BioWatch program aims to provide an early indication of an aerosolized biological weapon attack. The first generation of BioWatch air samplers were deployed in 2003. The current version of this technology, referred to as Generation 2 (Gen-2), uses daily manual collection and testing of air filters from each monitor, a process that can take 12 to 36 hours to detect the presence of biological pathogens. Until April 2014, DHS pursued a next-generation autonomous detection technology that aimed to shorten the time from sample collection to detection to less than 6 hours, reduce the cost of analysis, and increase the number of detectable biological pathogens. Because of concerns about the cost and effectiveness of the proposed Generation 3 system (Gen-3), DHS cancelled its acquisition plans for the next-generation surveillance system. In response to the cancellation announcement, Congress asked the Government Accountability Office (GAO) to conduct a review of the program and the proposed system enhancements that would have been incorporated in BioWatch Gen-3. However, Mike Walter, BioWatch Program manager, Office of Health Affairs, DHS, said that DHS did not agree with all of GAO's characterizations of the BioWatch program efforts described in this review. In response to this, DHS requested that the National Academies of Sciences, Engineering, and Medicine conduct a workshop to further explore the findings of the 2015 GAO report and discuss the impact these findings may have with regard to the future development of the technical capabilities of the BioWatch program. Workshop participants also discussed existing and possible collaborations between BioWatch, public health laboratories, and other stakeholders that could contribute to the enhancement of biosurveillance capabilities at the federal, state, and local levels. This publication summarizes the presentations and discussions from the workshop.
