Book excerpt: In the 1930s, buoyed by the potential of the New Deal, child welfare reformers hoped to formalize and modernize their methods, partly through professional casework but more importantly through the loving care of temporary, substitute families. Today, however, the foster care system is widely criticized for failing the children and families it is intended to help. How did a vision of dignified services become virtually synonymous with the breakup of poor families and a disparaged form of "welfare" that stigmatizes the women who provide it, the children who receive it, and their families? Tracing the evolution of the modern American foster care system from its inception in the 1930s through the 1970s, Catherine Rymph argues that deeply gendered, domestic ideals, implicit assumptions about the relative value of poor children, and the complex public/private nature of American welfare provision fueled the cultural resistance to funding maternal and parental care. What emerged was a system of public social provision that was actually subsidized by foster families themselves, most of whom were concentrated toward the socioeconomic lower half, much like the children they served. Analyzing the ideas, debates, and policies surrounding foster care and foster parents' relationship to public welfare, Rymph reveals the framework for the building of the foster care system and draws out its implications for today's child support networks.

Many people, such as family members, friends, teachers, social workers, police officers, doctors and therapists, are conventionally involved in repairing or minimising the damage. But what can governments do? Governments often appear powerless in the face of child sexual abuse within the family. They are increasingly appealed to when yet another scandal erupts. But how can governments help these children? What can be done to prevent child sexual abuse from happening in the first place? These are the guiding themes of this publication. This international comparative study describes how governments can do more than they are actually doing and how they can make better use of available policy instruments. The core of the book is formed by an investigation of the policies of governments and their use of policy instruments in five Western European nations. Specialists from Belgium (Flanders), Britain, Germany (Rheinland-Pfalz), The Netherlands and Norway describe the prevailing situation in their countries and offer recommendations for improvement. The editors, Rekha Wazir and Nico van Oudenhoven, place these observations in a wider child-oriented perspective and formulate pointers for policy-makers that are applicable to the whole West-European region. This comparative study and its publication have been facilitated by a grant from the Dutch Ministry of Public Health, Welfare and Sport. The study has been conducted by International Child Development Initiatives (ICDI). ICDI is an international development support agency located in The Netherlands. It acts as an advocate for marginalized children and youth and provides a platform for policy, practice, programme development and research. ICDI is a partner in international networks for children and youth and functions as a liaison between donors and local NGOs. ICDI's guiding principles are the holistic development of children, the empowerment of families and communities, and the building on available knowledge and local strengths. ICD is an independent non-profit non-governmental organization and generates its income through contractual work.

The experience of parenting also impacts parents themselves. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. It is meant to serve as a roadmap for the future of parenting policy, research, and practice in the United States.

Elementary and secondary schooling has long been the province of state and local governments; but when George W. Bush signed into law the No Child Left Behind Act in 2002, it signaled an unprecedented expansion of the federal role in public education. This book provides the first balanced, in-depth analysis of how No Child Left Behind (NCLB) became law. Patrick McGuinn, a political scientist with hands-on experience in secondary education, explains how this happened despite the country's long history of decentralized school governance and the longstanding opposition of both liberals and conservatives to an active, reform-oriented federal role in schools. Book excerpt: The 2020 edition of the Alabama Standards for Early Learning and Development (ASELD) has been developed to support all professionals who interact with young children, birth to age 5. The Standards have been aligned with both national and state program standards and program requirements so that adults who work directly with children in infant-toddler or preschool classrooms, Head Start and Early Head Start programs, child care facilities, home visiting programs, or special education settings will be able to use the document to guide their interactions and instructional practices. Instructors in higher education, high school and career and technical programs are encouraged to introduce pre-service students to the standards through their coursework. Professional development specialists and technical assistance specialists who reference the standards within their training and coaching empower professionals' understanding and use of the ASELDs to cultivate high quality early learning programs. Professionals who write special education plans can use them to specify children's goals. In short, the ASELDs offer one single set of expectations for Alabama's young children that extend across all program types.The ASELDs follow a unique format that includes learning progressions or indicators for children's learning, birth to age 5. Each double page provides a sequence of development for specific strands within the ASELDs' domains.The ASLEDs are organized into 4 sections with 8 domains of learning for children and a 9th domain that describes the ways in which professionals and families work together to support children's learning. The eight children's domains portray a comprehensive view of children's learning and are further supplemented through the additional domain of Family and Community Engagement.Each of the eight learning domain segments in the ASELDs has 4 key parts: 1) a domain introductory page; 2) the learning progressions, birth to 5 years or 60 months; 3) recommendations for adaptations and accommodations to support children with unique needs; and 4) foundational practices for professionals. These pages work together to guide all professionals, regardless of the early learning setting, in the design and use of age, culturally, and linguistically appropriate learning standards for all young children, birth to age 5.
