This book was released on 2006-08-04 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report focuses upon the Home Office's identity cards scheme, which uses various technologies including biometrics, information and communication technology (ICT) and smart cards. It explores the ways in which scientific advice, risk and evidence are being managed in relation to technologies that are continually developing. The Home Office has followed good practice by the establishment of advisory committees, the use of Office of Government Commerce (OGC) Gateway Reviews and the development of risk management strategies, along with a policy of gradual implementation. But the Committee has identified weaknesses in the use of scientific advice and evidence. There has been a lack of transparency surrounding the incorporation of scientific advice, the procurement process and the ICT system. Consultations have been limited in scope and their objectives have been unclear. Only some aspects of the scheme such as the biometrics have been determined. The Home Office's decisions demonstrate an inconsistent approach to scientific evidence, and the Committee is concerned that choices regarding biometric technology have preceded trials. With extensive trialling still to take place, the Committee is sceptical about the validity of projected costs. The Committee recommends that the Home Office seeks advice on ICT from senior and experienced professionals and establishes an ICT assurance committee. It is crucial that the Home Office increases clarity and transparency across the programme, not only in problem areas. The programme should also be flexible enough to change should evidence emerge that contradicts existing assumptions.

Book Legislation at Westminster

Available in PDF, EPUB and Kindle. Book excerpt: The Westminster parliament is a highly visible political institution, and one of its core functions is approving new laws. Yet Britain's legislative process is often seen as executive-dominated, and parliament as relatively weak. As this book shows, such impressions can be misleading. Drawing on the largest study of its kind for more than forty years, Meg Russell and Daniel Gover cast new light on the political dynamics that shape the legislative process. They provide a fascinating account of the passage of twelve government bills - collectively attracting more than 4000 proposed amendments - through both the House of Commons and House of Lords. These include highly contested changes such as Labour's identity cards scheme and the coalition's welfare reforms, alongside other relatively uncontroversial measures. As well as studying the parliamentary record and amendments, the study draws from more than 100 interviews with legislative insiders. Following introductory chapters about the Westminster legislative process, the book focuses on the contribution of distinct parliamentary 'actors', including the government, opposition, backbenchers, select committees, and pressure groups. It considers their behaviour in the legislative process, what they seek to achieve, and crucially how they influence policy decisions. The final chapter reflects on Westminster's influence overall, showing this to be far greater than commonly assumed. Parliamentary influence is asserted in various different ways - ranging from visible amendments to more subtle means of changing government's behaviour. The book's findings make an important contribution to understanding both British politics and the dynamics of legislative bodies more broadly. Its readability and relevance will appeal to both specialists and general readers with interests in politics and law, in the UK and beyond.

Download or read book Identity Cards written by Great Britain. Parliament. House of Commons. Home Affairs Committee and published by The Stationery Office. This book was released on 2004 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee's report examines the Government's proposals for the introduction of an identify cards scheme (Cm 6020, ISBN 0101602022) published in November 2003, and the draft Identity Cards Bill (Cm. 6178, ISBN 0101617828) published in April 2004 for consultation. Issues discussed include: a brief history of identity cards in the UK; international developments including EU standards and schemes in Sweden, Germany, Canada and Australia; the aims of the Government's proposals in relation to preventing illegal working, immigration abuse, organised crime, identity fraud and terrorism; opposition to ID cards on grounds of principle and in practical terms; the 'voluntary' stage of the scheme; Parliamentary scrutiny and concern over 'function creep'; security issues; biometrics; and specific clauses of the draft Bill. The Committee draws 91 conclusions and recommendations, and judges overall that an ID scheme could make a significant contribution to tackling crime and terrorism, but its introduction carries clear risks, both for individual citizens and in practical implementation. Concerns are raised over the lack of clarity and definition in key elements of the proposed scheme, as well as the lack of openness in the procurement process. These concerns must be addressed if it is to secure public confidence and to work in practice.

Available in PDF, EPUB and Kindle. Book excerpt: The title of our collection is owed to Hannah Arendt herself. Writing to Karl Jaspers on August 6, 1955, she spoke of how she had only just begun to really love the world and expressed her desire to testify to that love in the title of what came to be published as The Human Condition: "Out of gratitude, I want to call my book about political theories Arnor Mundi. "t In retrospect, it was fitting that amor mundi, love of the world, never became the title of only one of Arendt's studies, for it is the theme which permeates all of her thought. The purpose of this volume's a- ticles is to pay a critical tribute to this theme by exploring its meaning, the cultural and intellectual sources from which it derives, as well as its resources for conte- porary thought and action. We are privileged to include as part of the collection two previously unpu- lished lectures by Arendt as well as a rarely noticed essay which she wrote in 1964. Taken together, they engrave the central features of her vision of amor mundi. Arendt presented "Labor, Work, Action" on November 10, 1964, at a conference "Christianity and Economic Man:Moral Decisions in an Affluent Society," which 2 was held at the Divinity School of the University of Chicago.

Book Identity Cards

Download or read book Identity Cards written by Great Britain. Home Office and published by . This book was released on 2003 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: Following the consultation exercise on entitlement/identity cards launched in July 2002, the government has decided to begin the process of introducing a national identity cards scheme. This is part of a strategy to address growing threats to security and prosperity from illegal immigration and working, organised crime and terrorism, identity theft and fraudulent access to public services. This report outlines the proposed implementation strategy for this process, divided into two stages. The first stage will involve the publication of draft legislation for the introduction of the scheme, and will include establishing a National Identify Register, more secure passports and driving licences based on biometric technology, making a voluntary plain identify card available for those who do not need a passport or driving licence and choose to take the option, and introducing mandatory biometric ID documents for foreign nationals staying in this country, in accordance with European law. The second stage would involved a move to a compulsory card scheme, following Parliamentary approval, technological availability and clarification that it was fully affordable within future agreed spending plans. A separate document which sets out the responses to the consultation exercise and results of surveys on identity cards is also available (Cm 6019, ISBN 0101601921).

Book excerpt: This White Paper looks at how the effort against organised crime can be enhanced. It builds on a review, which looked at organisational structures, strategies, skills, capabilities and the case for new powers. The key organisational change is the proposal for a new organised crime agency, which will bring together the work of the National Criminal Intelligence Service, the National Crime Squad, and the investigative work of HM Customs and Excise. Proposed new powers include: the extension of Serious Fraud Office type powers; a review of the law on conspiracy; a review of the case for a national witness protection scheme; a closer control of criminals' finances after release from prison; provisions to encourage defendants to plead guilty and testify against co-defendants.
