There is also universal agreement that this study of government and this training for citizenship should form one of the important branches of study in our elementary schools. This is evidenced by the trend of the discussions heard at educational meetings and among citizens generally throughout the country, by the appointment of committees by educational societies to consider courses and methods in the subject, by the organization of civic leagues for the express purpose of promoting civic instruction in our schools, and by the appearance of many elementary text-books designed for use in the grammar schools. Most of these text-books have attempted to cover the United States, and, therefore, in the treatment of all except the federal government, have been obliged to limit themselves to generalities. Those which have dealt with the government of a single State have proved unsatisfactory because of their tendency to leave the pupil with a narrow and imperfect view of his own local and State government. Book excerpt: Excerpt from New England in Albany On account of the slow growth of the colony of New Netherlands, the States were induced, in 1629, to pass an ordinance, granting to any member of the Company, the right of selecting any tract of land, outside of the island of Manhattan, sixteen miles on one side, or eight miles on either side, of any navigable stream, and extending as far 'inland as the patroon, as the proprietor was called, should choose. The chief conditions imposed were the establishment of a colony of at least fifty persons over fifteen years of age, on said tract, within four years, the payment of five per cent. On all trade except that of furs, which the States reserved to itself. The patroon and settlers were precluded from any voice in the government of the colony, and from any manu facture of cloth; but this feudal lord, as he might be called, had full power over the lands of his tenants. All necessary local officers were appointed by him, and unrestricted privi leges of hunting, fowling, and fishing given him. He was elected to the same office in 1680, and held it till 1686. He was a commissioner for the United Colonies from 1674 to 1676, and from 1680 to 1686. In May, 1674, the General Court appointed him to keep the County Courts in Norfolk, and May, 1676, a similar order was passed to keep the County Courts at Portsmouth or Dover, and also at Wells in York County. In 1676 Stoughton and Peter Bulkeley, speaker of the House of Deputies, were appointed, in compliance with the requisition of Charles II., agents to represent the colony before the king, to answer various complaints against the Massachusetts government. They left Boston October 31, 1676, and arrived in England Decem ber 20, following. 1 They discharged their duties with ability and discretion, though many of the colonists were not satisfied.
