Book excerpt: The production, trade and consumption of pulses have seen substantial growth over the last fifteen years. This report examines the trends and patterns of this growth, and the factors that explain these for different kinds of pulses. The report presents an analysis of trends of consumption of pulses in different regions of the world and discusses the role that pulses can play in human nutrition. The report presents an analysis of the dynamics of growth of major pulses in different pulse-producing countries of the world. It describes the increasingly important role of trade in the global economy of pulses and presents an analysis of changing patterns of trade. The report argues that there is a pressing need to close the large gap between potential and actual yields, particularly on smallholder farms in South Asia and sub-Saharan Africa, by increased adoption of improved varieties and modern agronomic practices in all developing countries. This in turn requires a major thrust in agricultural research and extension, improving credit availability, and public investment directed at pulse production. The report discusses future prospects and policy imperatives for sustaining the growth of pulse production.

Book excerpt: The pulse sector is undergoing dynamic changes globally and in several regions and countries to meet the challenge of growing demand in the face of sluggish production growth. Realizing the importance of pulses in the human diet, 2016 has been declared the International Year of Pulses (IYP). This report captures the dynamics of the pulse sector during the last three decades. The examination of pulse supply, demand, uses, trade, prices, and outlook would help researchers and policy makers make more informed decisions related to the sector. Pulse-based food is an important source of dietary protein and essential minerals, particularly for the vegetarian population. At the global level, the average share of pulses is only 5 percent of the total protein consumption but their contribution in several developing countries range between 10 and 40 percent. To meet the growing demand and raise their per capita availability, countries made efforts to increase production and explore trade opportunities to augment domestic supply. Overall between 1980 and 2013, pulses production at the global level grew at an annual rate of 1.3 percent but there were, however, two phases of pulses production at the global level. While there was almost a period of stagnation in production of pulses during the1990s, production has sharply increased since 2005. The bulk of the increase in production came from developing countries where both area and yield growth (from a low base) contributed to the production. For developed countries—where production also grew—the center of production shifted from Europe to North America and Oceania. For developing countries, two new centers of production emerged in Eastern Africa and Southeastern Asia (Myanmar).

Book excerpt: The paper attempts to fill a knowledge gap by examining India’s pulse complex, consisting of production, consumption, and trade policies. India’s pulse policies are anchored in a cereal-centric farming system and prioritize national self-sufficiency as well as the mitigation of relative price increases in food. On the farmer side, government policy includes price support (a minimum support price [MSP]) for different pulses initially without procurement, but later backed by public procurement. The MSP plus procurement elicited a comparatively high supply response. Without procurement, the MSP worked only to anchor prices and benefit traders at the farmers’ expense. By not accounting for the needed risk premium (for a supply response) the MSP kept domestic production low. Even as the world’s largest importer of pulses, the scale of pulse imports in India have generally not been large enough to cool its markets and bring down domestic prices. Instantaneous supply adjustments by exporters in response to trade policy changes are difficult.

Understanding interaction of crop plants to the biotic stresses caused by insects, bacteria, fungi, viruses, and oomycetes, etc. is important to develop resistant crop varieties. Knowledge on the advanced genetic and genomic crop improvement strategies including molecular breeding, transgenics, genomic-assisted breeding and the recently emerging genome editing for developing resistant varieties in pulse crops is imperative for addressing FPNEE (food, health, nutrition. energy and environment) security. Whole genome sequencing of these crops followed by genotyping-by-sequencing have facilitated precise information about the genes conferring resistance useful for gene discovery, allele mining and shuttle breeding which in turn opened up the scope for 'designing' crop genomes with resistance to biotic stresses. The nine chapters each dedicated to a pulse crop in this volume elucidate on different types of biotic stress agents and their effects on and interaction with the crop plants; enumerate on the available genetic diversity with regard to biotic stress resistance among available cultivars; illuminate on the potential gene pools for utilization in interspecific gene transfer; present brief on the classical genetics of stress resistance and traditional breeding for transferring them to their cultivated counterparts; depict the success stories of genetic engineering for developing biotic stress resistant varieties; discuss on molecular mapping of genes and QTLs underlying biotic stress resistance and their marker-assisted introgression into elite varieties; enunciate on different emerging genomics-aided techniques including genomic selection, allele mining, gene discovery and gene pyramiding for developing resistant crop varieties with higher quantity and quality of yields; and also elaborate some case studies on genome editing focusing on specific genes for generating disease and insect resistant crops.

Political transitions, instability, and the resulting refugee crisis have shifted focus away from other pressing development challenges, including slow progress in economic diversification, high unemployment, and persistent high food insecurity and rural poverty. Despite its small contribution to GDP, agriculture is strategic for sustainable development in the MENA countries. Agriculture, for example, is central to achieve food and water security in a region characterized as one of the most food insecure and water scarce in the world. The sector’s role in employment is also central, given the region’s high structural unemployment. However, it will not be possible for MENA countries to develop agriculture without a pathway to structural economic transformation. The region has already started the process of transformation but longstanding challenges remain. This report aims to examine the drivers, constraints, and social implications of agricultural development in MENA and to explore possible cornerstones for new and sustainable development strategies in the context of economic transformation. Book excerpt: Before the advent of synthetic fibers and cargo containers, jute sacks were the preferred packaging material of global trade, transporting the world's grain, cotton, sugar, tobacco, coffee, wool, guano, and bacon. Jute was the second-most widely consumed fiber in the world, after cotton. While the sack circulated globally, the plant was cultivated almost exclusively by peasant smallholders in a small corner of the world: the Bengal delta. This book examines how jute fibers entangled the delta's peasantry in the rhythms and vicissitudes of global capital. Taking readers from the nineteenth-century high noon of the British Raj to the early years of post-partition Pakistan in the mid-twentieth century, Tariq Omar Ali traces how the global connections wrought by jute transformed every facet of peasant life: practices of work, leisure, domesticity, and sociality; ideas and discourses of justice, ethics, piety, and religiosity; and political commitments and actions. Ali examines how peasant life was structured and restructured with oscillations in global commodity markets, as the nineteenth-century period of peasant consumerism and prosperity gave way to debt and poverty in the twentieth century.
