Book excerpt: Offering an in-depth analysis of the impact of the economic crisis (2008–2012) on immigration movements and policies in the U.S. and Europe, the analysis in this book is guided by two key questions: What is the scope of change?; and did the crisis motivate this change or did other factors do so? The contributions to the book find that the crisis had immediate effects on migration patterns – migrants left crisis-stricken countries, naturalised in non-crisis countries where they had previously settled, or stopped migrating to formerly attractive countries which had been negatively affected by the crisis. Whereas prior to the crisis the majority of migrants were highly-skilled, during the crisis there was a shift to vulnerable groups such as low-skilled workers and women. The book also finds that migration policies have indeed changed in times of crisis. However, these changes are neither exclusively restrictions nor liberalisations, but encompass changes in both directions. Despite the coincidence of many policy changes with the crisis, these changes are not primarily induced by the crisis. Instead, politicians rhetorically used the crisis to promote both liberal and restrictive policy changes which were already in the making before the crisis. Book excerpt: During the 2008 financial crisis, the possible changes in remittance-sending behavior and potential avenues to alleviate a probable decline in remittance flows became concerns. This book brings together a wide array of studies from around the world focusing on the recent trends in remittance flows. The authors have gathered a select group of researchers from academic, practitioner and policy making bodies. Thus the book can be seen as a conversation between the different stakeholders involved in or affected by remittance flows globally. The book is a first-of-its-kind attempt to analyze the effects of an ongoing crisis on remittance flows globally. Data analyzed by the book reveals three trends. First, The more diversified the destinations and the labour markets for migrants the more resilient are the remittances sent by migrants. Second, the lower the barriers to labor mobility, the stronger the link between remittances and economic cycles in that corridor. And third, as remittances proved to be relatively resilient in comparison to private capital flows, many remittance-dependent countries became even more dependent on remittance inflows for meeting external financing needs. There are several reasons for migration and remittances to be relatively resilient to the crisis. First, remittances are sent by the stock (cumulative flows) of migrants, not only by the recent arrivals (in fact, recent arrivals often do not remit as regularly as they must establish themselves in their new homes). Second, contrary to expectations, return migration did not take place as expected even as the financial crisis reduced employment opportunities in the US and Europe. Third, in addition to the persistence of migrant stocks that lent persistence to remittance flows, existing migrants often absorbed income shocks and continued to send money home. Fourth, if some migrants did return or had the intention to return, they tended to take their savings back to their country of origin. Finally, exchange rate movements during the crisis caused unexpected changes in remittance behavior: as local currencies of many remittance recipient countries depreciated sharply against the US dollar, they produced a “sale” effect on remittance behavior of migrants in the US and other destination countries.

A reduction in migration flows globally has been reported, and in particular declines in irregular migration flows have been observed in some regions. The World Bank has reported a slowdown in the rate of increase of remittances on a global level, although with important regional variations. There are regular reports from around the world of migrant workers being laid off, and while some migrant workers are apparently returning home, others are choosing to stay. How to respond to these migration impacts poses a number of challenges for policymakers in both countries of origin and destination. Against this background, this report considers the lessons for migration policy to be learned from the five major financial crises of the 20th Century, namely the Great Depression of the 1930s, the Oil Crisis of 1973, the Asian financial crisis of 1997-99, the financial crisis in Russia at the end of 1998, and the Latin American financial crisis of 1998-2002. As the impact of previous financial crises on migrants and migration has been uneven and unequal across countries and regions, depending on a range of factors, this report draws out the wider lessons for policy that can be learned from previous responses to economic crises. While informalization of the relations of production and the precarization of work were once assumed to be the exception, that is no longer the case. As for citizenship this book posits a parallel development of precarious citizenship for migrants, made increasingly vulnerable by the global economic crisis. But we are also in an era of profound social transformation, in the context of which social counter-movements emerge, which may halt the disembedding of the market from social control and its corrosive impact. Book excerpt: This publication examines the impact of the crisis among migrant workers and their families---with gender perspective---to provide useful information for better evidence-based policy making. Based on household surveys in Indonesia and the Philippines, the results show that women are in worse condition and are more vulnerable than men. Women migrants still have lower education and skills, reflected in their inferior jobs. They face greater difficulties in reintegration when they return, forcing them to return abroad. Women also bear a heavier burden due to their gendered role in the family, and those who stay are more often unemployed or in vulnerable employment. Moreover, despite strong views that the man should be the breadwinner and the one going abroad, the increasing feminization of current migration indicates that necessity is a strong push factor forcing more women to go abroad. These findings further strengthen the call for considering gender in migration policies.

Book excerpt: Using a gender-sensitive political economy approach, this book analyzes the emergence of new migration patterns between Central Mexico and the East Coast of the United States in the last decades of the twentieth century, and return migration during and after the global economic crisis of 2007. Based on ethnographic research carried out over a decade, details of the lives of women and men from two rural communities reveal how neoliberal economic restructuring led to the deterioration of livelihoods starting in the 1980s. Similar restructuring processes in the United States opened up opportunities for Mexican workers to labor in US industries that relied heavily on undocumented workers to sustain their profits and grow. When the Great Recession hit, in the context of increasingly restrictive immigration policies, some immigrants were more likely to return to Mexico than others. This longitudinal study demonstrates how the interconnections among class and gender are key to understanding who stayed and who returned to Mexico during and after the global economic crisis. Through these case studies, the authors comment more widely on how neoliberalism has affected the livelihoods and aspirations of the working classes. This book will be of key interest to scholars, students and practitioners in migration studies, gender studies/politics, and more broadly to international relations, anthropology, development studies, and human geography.

The first details inflows of migrant workers of 185 nationalities to 10 OECD destinations, disaggregated by skill level (highly skilled and otherwise), between 2000 and 2012. The second comprises immigration policies implemented by 19 OECD countries between 2000 and 2012. We distinguish between six skill-selective admission policies, six post-entry policy instruments and three bilateral agreements. Subsequently we present preliminary analysis of these data against the backdrop of the Global Economic Crisis. The Global Economic Crisis negatively affected annual inflows of both highly and other skilled migrants between 2007 and 2009, although they resumed their upward trend thereafter. The starkest trends in policy terms include: the emergence and rapid diffusion of student job seeker visas, the relative stability in the prevalence of skill selective policies in the wake of the Global Economic Crisis, a greater use of financial incentives to attract high-skilled workers and increased employer transferability for migrants at destination.
