Book excerpt: Set against a backdrop of concerns about the potential break-up or radical change to the global world order, this volume sets out to investigate the use of sports mega-events by a number of emerging states. Sports mega-events, it is argued, can be understood as a key component in states’ ‘soft power’ strategies, that is, their attempts to showcase their nations on the international stage, increase their power relative to others via non-coercive means and to increase trade and tourism. Many studies on soft power simply cite the concept’s founder (Joseph Nye) and make little attempt at unpicking the mechanisms behind its creation. This volume does this by shining a light on emerging economies and by putting forward a soft power ‘ideal type’ to aid researchers in understanding the strategies employed by states in advancing their interests.

Known as weavers and merchants since pre-Inca times, Otavalos today live and work in over thirty countries on six continents, while hosting more than 145,000 tourists annually at their Saturday market. In this ethnography of the globalization process, Lynn A. Meisch looks at how participation in the global economy has affected Otavalo identity and culture since the 1970s. Drawing on nearly thirty years of fieldwork, she covers many areas of Otavalo life, including the development of weaving and music as business enterprises, the increase in tourism to Otavalo, the diaspora of Otavalo merchants and musicians around the world, changing social relations at home, the growth of indigenous political power, and current debates within the Otavalo community over preserving cultural identity in the face of globalization and transnational migration. Refuting the belief that contact with the wider world inevitably destroys indigenous societies, Meisch demonstrates that Otavalos are preserving many features of their culture while adopting and adapting modern technologies and practices they find useful.

The effort to contain the growing influence of the Soviet Union resulted in the Cold War, a conflict that emphasized the American commitment to freedom. The absence of that freedom for nonwhite American citizens confronted the nation's leaders with an embarrassing contradiction. Racial discrimination after 1945 was a foreign as well as a domestic problem. World War II opened the door to both the U.S. civil rights movement and the struggle of Asians and Africans abroad for independence from colonial rule. America's closest allies against the Soviet Union, however, were colonial powers whose interests had to be balanced against those of the emerging independent Third World in a multiracial, anticommunist alliance. At the same time, U.S. racial reform was essential to preserve the domestic consensus needed to sustain the Cold War struggle. As negotiations take place in different international arenas, these arenas themselves take on added strategic significance, with agendas pursued and switched from one arena to another, should one route be blocked. While dominant actors have sought to use arena switching to their advantage, subordinate actors have begun to reactivate alternative arenas of negotiation in order to pursue their different agendas. This book employs a multi-level and multi-arena perspective to analyze global rule-making in international trade. It explains why actors – both state and non-state actors – prefer particular arenas. It also addresses the question of which institutional designs serve the aims of specific groups best and how the rules of the different arenas are related.
