Book excerpt: Concerns about new learning environments have spurred the debate as to whether the new world of online teaching and virtual studying might be as closed to the developing world, especially the women, as the traditional universities were until the turn of the twentieth century. Gender specific and feminist research shows that women often have less access to technology, less control over the ICT (Information and Communication Technology) in their homes and places of work, and less confidence and competency in using these technologies. According to the United Nations, lack of access to information is the third most important issue facing women globally, after poverty and violence against women. Equitable Access looks in detail at the ODL (Online Distance Learning) and ICT situations in Ghana. The author provides a critical assessment of the strengths and threats to the development of an effective distance education program in tertiary institutions in Ghana, surfacing the need to promote equity in educational access. Based on a survey of distance learners in four public universities, the author navigates to the heart of issues and determines that in Ghana and for that matter Africa, the digital and gender divides could further widen if conscious effort is not made to mainstream ICT in all gender issues.

Book excerpt: The Government of Ghana (GoG) is deploying “Paperless Systems” in Public Service Organizations which includes the Local Government Services (LGS). This initiative is part of the GoG's e-governance drive promulgated in 2003 and established by the Information Communications Technology for Accelerated Development (ICT4AD) policy. Paperless systems, however, run on the concept of the deployment of Internet of Things (IoT) in organizations. This paper evaluates the Internet of things (IoT) readiness of regional project coordinating directorates within Local Government Organizations (LGOs) in Ghana. Primary data is obtained through purposively sampling ten (10) respondents who are the directors of the Regional Coordinating Councils (RCCs). The “Goodness of Fit Chi-square Test” is employed to ascertain the disparity between observed and expected data in all four (4) critical areas required for the operationalization of the IoT at the regional Level. Empirical results revealed that there is still the extensive utilization of non-digitized modes of reporting, procurement and management of projects within these organizations even with the few computers assembled. Secondary data further reveals that no real funding or budget line has been allocated for IoT deployment and Information Technology (IT) systems improvement within these organizations. The paper posits that GoG may have to rethink the decision to go paperless in the LGOs in the short term. The conclusion, however, is that the GoG's drive, adoption and operationalization of development projects using the paperless system could also be disrupted through cyber attacks and could fail. GoG could address these challenges by embarking on extensive ICT infrastructure improvement and training of project personnel in all LGOs.

Book excerpt: Sub-Saharan Africa is uniquely positioned significantly increase its current agricultural productivity to lift the region’s more than 400 million people out of extreme poverty and improve the livelihood of approximately 250 million smallholder farmers and pastoralists in the region. To achieve that, substantive digital transformation of the agriculture sector is required through improved infrastructure and increased access to and use of digital technologies for agriculture. To improve the current understanding of sub-Saharan Africa’s digital agriculture landscape, the Food and Agriculture Organization of the United Nations (FAO) and the International Telecommunication Union (ITU) undertook this study in 47 countries. The report is composed of 47 desk-based country case studies against six thematic focal areas, the aim of which is to present a snapshot of the status of digital agriculture in each country. This is followed by highlights of the main findings of the analysis of the country profiles with suggested steps for future action. The findings of the study are presented to FAO and ITU Member States, as well as all relevant stakeholders with the purpose of advancing and supporting investment in digital transformation of the agricultural sector in sub-Saharan Africa.
