The Space Treaties provide a general liability framework. Launch participants are subject to regulatory or institutional control, and to domestic liability laws. Specific contractual practice has developed due to insurance limitations, the inter-participants' waivers of liability and claims. This book synthesizes information on the norms of play, to allow the grasp of their relative weight and interactions in the assessment of liability risk for launch activities. It reveals a legal framework presently lacking sufficient predictability for an efficient liability risk management: the waivers of liability suffer weaknesses as do all such clauses, and lack uniformity and reliability; and the Space Treaties contain ambiguous terms preventing predictable determination of the States responsible for authorizing and supervising launch activities and for damage compensation, and do not reflect the liability of launch operators. This book offers suggestions of new approaches for: harmonizing waivers of liability to improve their consistency, validity and flow-down; and improving the Space Treaties for their implementation to non-governmental launch activities. In the launch community, the need for lawmaking is less compelling than in fields such as aviation. Nevertheless, adjustments to the present framework are proposed through model clauses and an international instrument, for further thinking and contribution by those sharing the opinion that creative lawmaking is needed now to prepare for tomorrow's endeavors.

On its part, Australia must clearly identify its core common interests with the US and start exploring what more it needs to do to attain its stated policy preferences. It examines not only his life but the birth and growth of the field of radio astronomy and the state of science itself in twentieth century Australia. The book explains how an isolated continent with limited resources grew to be one of the leaders in the study of radio astronomy and the design of instruments to do so. Pawsey made a name for himself in the international astronomy community within a decade after WWII and coined the term radio astronomy. His most valuable talent was his ability to recruit and support bright young scientists who became the technical and methodological innovators of the era, building new telescopes from the Mills Cross and Chris (Christiansen) Cross to the Parkes radio telescope. The development of aperture synthesis and the controversy surrounding the cosmological interpretation of the first major survey which resulted in the Sydney research group's disagreements with Nobel laureate Martin Ryle play major roles in this story. This book also shows the connections among prominent astronomers like Oort, Minkowski, Baade, Struve, famous scientists in the UK such as J.A. Ratcliffe, Edward Appleton and Henry Tizard, and the engineers and physicists in Australia who helped develop the field of radio astronomy. Pawsey was appointed the second Director of the National Radio Astronomy Observatory (Green Bank, West Virginia) in October 1961; he died in Sydney at the age of 54 in late November 1962. Upper level students, scientists and historians of astronomy and technology will find the information, much of it from primary sources, relevant to any study of Joseph L. Pawsey or radio astronomy. Book excerpt: The years 1921–57 marked a period of immense upheaval for Australia as the nation navigated economic crises, the threat of aggressive Japanese expansion and shifting power distributions with the world transitioning from British leadership to that of the US. This book offers a reassessment of Australia’s foreign policy origins and maturation during these tumultuous years. Successive Australian governments carefully observed these global and regional forces. The policy that developed in response was an integrated one—that is, one that sought to balance Australia’s particular geopolitical circumstances with great power relationships and, in assessing the value of these relationships, ensure that the nation’s trade, security and diplomatic interests were served. Amid the economic and strategic uncertainty of the interwar years, the Australian government acknowledged the shifting power distributions in the global and Asia-Pacific orders and that neither the policies of Britain nor the US completely served the national interest. The nation, accordingly, sought to intervene within the policies of the great powers to ensure its particular interests were secured. This geopolitically informed, interventionist approach, which had its genesis in the 1930s, is traced throughout the 1940s and 1950s, highlighting Australia’s gradual and uneven transition from the British world order to that of the US and the frank assessments made about which relationship best served Australia’s interests. The Genesis of a Policy identifies a comprehensive and pragmatic approach—albeit not always effectively executed—in Australian foreign policy tradition that has not been previously examined.
