The author recommends continued U.S. involvement, consideration of a long-term American military presence in the region, and some significant changes in role of the U.S. Army. The goals that led the United States into the Balkans have not yet been fully met. To do so requires both sustained involvement in that region and a continued refinement at the Army s peace operations capabilities. From a broader perspective, he argues that, if U.S. political leaders decide that involvement in protracted peace operations will be an enduring part of American strategy, the Department of Defense should help form specialized joint and interagency peacekeeping organizations as an augmentation to the existing military. The Army should clearly play a leading role in this.

The wars in the region have ended, and all of the countries are undertaking political and economic reforms at home and orienting their foreign policies toward Euro-Atlantic institutions. However, difficult challenges remain, including resolving issues of political status, especially the status of Kosovo; breaking up the power of political-criminal groups; enforcing the rule of law; bringing war criminals to justice; and reforming the economies of the region. The current goal of the international community in the Balkans is to stabilize the region in a way that is self-sustaining and does not require direct intervention by NATO-led forces and international civilian officials. Relatedly, the United States is seeking to reduce the costs of its commitments to the region, in part due to competing U.S. and international priorities, such as the war on terrorism, and efforts to stabilize Iraq and Afghanistan, which have placed strains on U.S. resources. SFOR and KFOR, the NATO-led peacekeeping force in Bosnia and Kosovo, have been rapidly reduced, raising the question what impact the withdrawals will have on the region's stability. In December 2004, SFOR's mission was concluded and the European Union took over peacekeeping duties in Bosnia. A few hundred U.S. troops remain in Bosnia to assist Bosnian defense reforms and fight terrorism. Large scale anti-Serb riots in Kosovo in March 2004 called into question the adequacy of KFOR and U.N. efforts to promote security and stability in Kosovo.

Serbian troops were forced to withdraw, enabling an international military and political presence to take charge in the region. But was this war inevitable or was it the product of failed western diplomacy prior to the conflict? And once it became necessary to use force, did NATO adopt a sound strategy to achieve its aims of stabilizing Kosovo? In this first in-depth study of the Kosovo crisis, Ivo Daalder and Michael O'Hanlon answer these and other questions about the causes, conduct, and consequences of the war. Based on interviews with many of the key participants, they conclude that notwithstanding important diplomatic mistakes before the conflict, it would have been difficult to avoid the Kosovo war. That being the case, U.S. and NATO conduct of the war left much to be desired. For more than four weeks, the Serbs succeeded where NATO failed, forcefully changing Kosovo's ethnic balance by forcing 1.5 million Albanians from their home and more than 800,000 from the country. Had they chosen to massacre more of their victims, NATO would have been powerless to stop them. In the end, NATO won the war by increasing the scope and intensity of bombing, making serious plans for a ground invasion, and moving diplomacy into full gear in order to convince Belgrade that this was a war Serbia would never win. The Kosovo crisis is a cautionary tale for those who believe force can be used easily and in limited increments to stop genocide, mass killing, and the forceful expulsion of entire populations. Daalder and O'Hanlon conclude that the crisis holds important diplomatic and military lessons that must be learned so that others in the future might avoid the mistakes that were made in this case.

Costs to the United States range from $11 billion per year to defend Ukraine to half a billion dollars or less to defend Sweden. The project recommends that NATO incorporate force requirements and cost considerations into its future decisionmaking.
