The security architecture in Northeast Asia to date has been predominately U.S.-dominated bilateral alliances, weak institutional structures and the current Six Party Talks dealing with the North Korean nuclear issue. There has been a distinct lack of desire among regional countries as well as the U.S. to follow in the footsteps of Europe with its robust set of multilateral institutions. However, since the late 1990s, there has been burgeoning interest among regional states towards forming new multilateral institutions as well as reforming and revitalizing existing mechanisms. Created in 1985 by retired generals Richard Stilwell of the United States and Sun Yup Paik of the Republic of Korea, the Council's aim was to initiate a conference that would bring together top scholars and practitioners on the most important issues facing the two countries and their important bilateral alliance. Since then, the Council has successfully hosted an annual conference, alternating every other year between meetings in Seoul and Washington. Because of the unexpected attacks on the World Trade Center in New York just 1 month prior to the conference, the papers did not capture adequately an assessment of the actual and potential impact of the terrorist attack on U.S. foreign policy, its implications for the two Koreas, and its probable effects on China and Russia. There were suggestions that the attack would have major effects, but few details about what those would be, which was understandable with so little time having elapsed since the attack. On the other hand, several authors stressed that in important ways much had not changed: U.S. commitments had not been shifted or weakened; the U.S. ability to militarily uphold its commitments had not been affected; and the solidarity of the ROK-U.S. alliance again had been demonstrated through South Korea's strong support for the war on terrorism.

Book excerpt: To understand China's foreign policy in the 1990s and the true attitude of Beijing towards the military presence of the United States in Northeast Asia, one must examine China's perception of the alliance between the United States and the Republic of Korea (ROK). Public statements aside, the People's Republic of China (PRC) has shifted its traditional position and has tacitly accepted, even welcomed, the continuation of the U.S.-ROK alliance. Beijing views the institutionalized presence of the Americans in Northeast Asia as a stabilizing force, serving China's interest of maintaining the favorable status quo in the region. However, continued acceptance is not guaranteed; developments in the Sino-American relationship and the course of reunification of the Korean Peninsula will affect attitudes in the future. In order to discuss China's perception of the U.S. Korean alliance, let us first examine China's general post-Cold War security policy, especially regarding Northeast Asia. As the century ends, Beijing, increasingly preoccupied with its own domestic agenda, has adopted a more conservative attitude (nearterm) in Northeast Asia. In the post-Cold War era, international competition has shifted from the political and military to the economic arena. In this new mileau, Beijing displays a changed, even ambivalent, attitude towards the United States' political and military presence in Northeast Asia. American ground forces in Japan and South Korea and U.S. naval presence in the Western Pacific have now generally disappeared from China's list of complaints. Indeed, the United States is frequently regarded as a stabilizing force in the region, although Beijing watches carefully Washington's "hegemonic" moves. The future of the political division on the Korean Peninsula is naturally of key importance to China's perception of the U.S.-ROK alliance. One can hardly observe much eagerness on China's part for a rapid reunification of Korea, although Beijing is somewhat sincere in supporting the idea of letting the Koreans themselves control the reunification process. To Beijing, a stable, peaceful and (hopefully) friendly, but perhaps divided, Korean Peninsula is more desirable than rapid reunification or a de-nuclearization of North Korea. Finally, as a result of China's overall security considerations, Beijing now appears to have quietly accepted the U.S.-ROK alliance as a part of the favorable status quo in Northeast Asia. Continued tacit acceptance, however, is not guaranteed. From the Chinese perspective, there seems to be an inherent conflict between a united Korea and a strong Korean- American alliance; if a united Korea maintains an alliance with the United States, Beijing may have to make a sharp policy shift. The key variables affecting China's perception of the U.S.-ROK alliance in the future, therefore, seem to be the overall Sino-American relationship and the development of the inter-Korean relationship.

Book excerpt: "Though it appears much has changed for the players in Northeast Asia, when considering actual shifts in military resources and alliance strategy, many things have stayed the same. When taking the role of the United States into account, there is much stability to be found. There has been little variance in the United States alliance credibility or in the number of troops stationed in the region. Acting as a buffer to North Korean aggression and a preventative backstop to Japanese remilitarization, the United States allows the regional players, especially Japan and South Korea, to focus on economic growth while avoiding confronting the thorny issues of resolving historical animosity and territorial disputes. Even for China, the U.S.'s main competitor, the American military presence, both directly and indirectly, has allowed China's economy to flourish. While conflict is possible, it is not impendingly inevitable as realist scholars might claim. Japan, South Korea and China must be prepared for conflict as tensions do occasionally rise, but the high-risk scenarios painted by many realists are unlikely to break out in Northeast Asia anytime soon. Furthermore, the Northeast Asian states see value in the American presence. Japan and South Korea, despite being heavily economically interdependent with China, will likely resist Chinese overtures to abandon its American ally until the Chinese military threat can credibly challenge U.S. firepower. Relatedly, even though Beijing would like the U.S. gone eventually, for the foreseeable future it is content to focus its attention elsewhere because the U.S. presence has also been a boon to Chinese development. In many ways, the utility of the U.S.-Japan and U.S.-ROK alliances has been a boon to all the regional players, and despite recurrent tension and conflict, the Northeast Asian states and the United States will be reluctant to solve animosity until the current status quo has drastically changed to upset the regional balance of power."--Abstract.

Book excerpt: This report, prepared jointly by RAND and the Korea Institute of Defense Analyses, assesses whether and how the United States and the Republic of Korea (ROK) can maintain and invigorate their security relationship should North Korea no longer pose a major threat to peace and stability on the Korean peninsula. The research identified prospective changes in the U.S.-ROK alliance stemming either from shifts in relations between North and South Korea, from changes in the larger regional security context, or from both. Analyses focused on four alternative models of the alliance, evaluating the relevance of each according to shifting peninsular and regional conditions and according to more-precise criteria for judging their suitability, feasibility, and flexibility. The findings enabled the researchers to specify four potential end states. Because of the variability in future political and military conditions, it was not possible to determine a single optimal model or end state. But there is ample basis for building a post-unification alliance, which would possess a very different logic and structure from those of the threat-based environment of the Cold War. Through such an alliance, both countries would help realize their primary policy needs while keeping potential areas of political, economic, and security divergence in check.
