Book excerpt: Interviews with 180 federal agencies that conduct social research and development (R&D) were conducted and documents were examined to determine: (1) what types of social R&D are supported, and what levels of support are provided; (2) who defines the problems to be researched, who decides the level of support to be provided, and how investigators are selected and monitored; and (3) how potential users are involved in research decision making, and how the research results are disseminated. Major emphasis was on social R&D in the major policy areas of income security, health, early childhood, and the living environment (i.e., policy area that encompasses the patterns of growth and change in agricultural, urban, and metropolitan areas). One central insight revealed in the agency studies, all of which are summarized in this report, is that there is an enormous diversity of practices in all areas studied. In the concluding sections of the report, key conclusions, generally critical of current practices, are discussed, and a framework in which to analyze the actions of the social R&D managers is developed. The project of neoliberalism was said to be that of rolling back the state to liberate individuals, by replacing government bureaucracy with the free market. Rather than have the market serve individuals however, individuals were to serve the market. The marketisation ‘reforms’ in higher education, which sought to reshape knowledge production, with students investing in human capital and academics producing ‘transferable’ research, to make higher education of use to the economy, has resulted in extensive government bureaucracy and oppressive managerialist bureaucracy which is inefficient and expensive. Neoliberalism has always had authoritarian aspects and these are now coming to bear on universities. The state does not want critical and informed graduate citizens, but a hollowed out public sphere defined by consumption, willing servitude to the market and deference to state power. Attempts to reshape universities with bureaucracy are now accompanied by a culture war, attacking the production of critical knowledge. The authors in this book explore these issues and the possibilities for resistance and progressive change.

Book excerpt: The governance of the public sciences has profoundly changed since the Second World War, especially with regard to funding structures, the autonomy, and accountability of public research organizations and universities, and the extent to which research is steered towards societal usefulness. Going beyond previous analyses of these changes in science studies, science policy, and higher education studies, this book presents and applies a novel approach that provides an integrated assessment of changes in public science systems and their impact on scientific innovation. Its basic assumptions are (i) that all changes in public science systems (PSS) affect authority relations - the interests and action capabilities of authoritative agencies in science - and (ii) that the authority relations concerning the selection of goals and approaches in research as well as the integration of research results are the channel through which changes in PSS affect the production of scientific knowledge and particularly scientific innovation. This focus on authority relations as the key interface integrating changes in governance and translating them into changes in the production of scientific knowledge is an important innovation because the effects of governance at the performance level of the science system have been largely neglected by other approaches. By demonstrating that changes in authority relations are field-specific and have field-specific effects on knowledge production , and that these field-specific authority relations do indeed affect the conditions for intellectual innovation, the perspective explored in this book challenges science policy studies to 'bring work back in' to the study of the organisation and governance of the sciences.

The epistemological domain addresses three interrelated topics: how African university students ethnocentric choice of research topics hampers the production of knowledge; researchers adaptation of their research methods to improve validity; and the challenge of knowledge production on community museums plagued by gross inertia, irregularities, uncooperative gatekeepers and inadequate funding. The methodological domain foregrounds issues around scientific rigour, the criteria for what counts as quality research, and reporting standards. Contributors contend that the use of mixed methods provides the best scope for the effective study and evaluation of social issues. They also detail how better-funded projects tend to improve the respect of ethical standards especially as they pertain to the protection of subjects confidentiality. Self-financed researchers on the other hand tend to be less compliant, a challenge that afflict especially younger and inexperienced researchers. This volume thus contributes not only to a critical understanding of the challenges faced by social scientists in contemporary Africa, but also the prospects and mechanisms on how to improve knowledge production processes.
