Book excerpt: Frustrated Democracy in Post-Soviet Azerbaijan follows a newly independent oil-rich former Soviet republic as it adopts a Western model of democratic government and then turns toward corrupt authoritarianism. Audrey L. Altstadt begins with the Nagorno-Karabagh War (1988–1994) which triggered Azerbaijani nationalism and set the stage for the development of a democratic movement. Initially successful, this government soon succumbed to a coup. Western oil companies arrived and money flowed in—a quantity Altstadt calls "almost unimaginable"—causing the regime to resort to repression to maintain its power. Despite Azerbaijan's long tradition of secularism, political Islam emerged as an attractive alternative for those frustrated with the stifled democratic opposition and the lack of critique of the West's continued political interference. Altstadt's work draws on instances of censorship in the Azerbaijani press, research by embedded experts and nongovernmental and international organizations, and interviews with diplomats and businesspeople. Following a government crisis in February, rooted in the question of Italy’s role in Afghanistan, Prime Minister Romano Prodi was able to re-establish his coalition, but in the spring it suffered a clear setback in local elections amidst a climate of growing unpopularity. Initial chapters in this volume analyse these events as well as some important initiatives aimed, in different ways, at containing public disaffection towards the political class: the establishment of the Democratic Party, the electoral referendum campaign, and Silvio Berlusconi’s announcement of the birth of a new, center-right political party. As demonstrated in following chapters, the government did still manage to achieve a degree of success during the year in combating tax evasion and reducing the budget deficit as a result of increased tax revenue and more effective control of public expenditure. Well-known examples include the Ising model on the antiferromagnetic triangular lattice studied by G H Wannier in 1950 and the Heisenberg helical structure discovered independently by A Yoshimori, J Villainn and T A Kaplan in 1959. However, extensive investigations on frustrated spin systems have really started with the concept of frustration introduced at the same time by G Toulouse and by J Villain in 1977 in the context of spin glasses. The frustration is generated by the competition of different kinds of interaction and/or by the lattice geometry. As a result, in the ground state all bonds are not fully satisfied. In frustrated Ising spin systems, a number of spins behave as free spins. In frustrated vector spin systems, the ground-state configuration is usually non-collinear. The ground state of frustrated spin systems is therefore highly degenerate and new induced symmetries give rise to unexpected behaviors at finite temperatures. Many properties of frustrated systems are still not well understood at present. Theoretically, recent studies shown in this book reveal that established theories, numerical simulations as well as experimental techniques have encountered many difficulties in dealing with frustrated systems. In some sense, frustrated systems provide an excellent testing ground for approximations and theories. Experimentally, more and more frustrated materials are discovered with interesting properties for applications.

Although most regime change interventions have neither furthered US national security nor improved the fate of targeted states, the US has turned to this foreign policy instrument in at least sixteen cases from 1906 to 2011. In The Origins of Overthrow, Payam Ghalehdar explains US-imposed regime change by focusing on its emotional underpinnings. Based on a thorough analysis of the emotional state of five US presidents, he shows how "emotional frustration"-an emotional syndrome that combines hegemonic expectations, perceptions of hatred in target state obstructions, and negative affect-has repeatedly influenced US regime change decisions. When US presidents have been gripped by this emotion, Ghalehdar argues, they have turned to the use of force and targeted perceived sources of obstruction in order to ameliorate their emotional state and discharge frustration. Examining five US regime change episodes in two world regions (Cuba 1906, Nicaragua 1909-12, and the Dominican Republic 1963-65 in the Western hemisphere, and Iran 1979-80, and Iraq 2001-03 in the Middle East), he empirically illustrates the emotional sources of US intervention decisions. A novel explanation for a puzzling phenomenon in US foreign policy, The Origins of Overthrow sheds light on how emotions play a previously overlooked role in US regime change decisions.

This report answers three questions: (1) What is the current state of high-field magnet science, engineering, and technology in the United States, and are there any conspicuous needs to be addressed? (2) What are the current science drivers and which scientific opportunities and challenges can be anticipated over the next ten years? (3) What are the principal existing and planned high magnetic field facilities outside of the United States, what roles have U.S. high field magnet development efforts played in developing those facilities, and what potentials exist for further international collaboration in this area? A magnetic field is produced by an electrical current in a metal coil. This current exerts an expansive force on the coil, and a magnetic field is "high" if it challenges the strength and current-carrying capacity of the materials that create the field. Although lower magnetic fields can be achieved using commercially available magnets, research in the highest achievable fields has been, and will continue to be, most often performed in large research centers that possess the materials and systems know-how for forefront research. Only a few high field centers exist around the world; in the United States, the principal center is the National High Magnetic Field Laboratory (NHMFL). High Magnetic Field Science and Its Application in the United States considers continued support for a centralized high-field facility such as NHFML to be the highest priority. This report contains a recommendation for the funding and siting of several new high field nuclear magnetic resonance magnets at user facilities in different regions of the United States. Continued advancement in high-magnetic field science requires substantial investments in magnets with enhanced capabilities. High Magnetic Field Science and Its Application in the United States contains recommendations for the further development of all-superconducting, hybrid, and higher field pulsed magnets that meet ambitious but achievable goals.
