Book excerpt: This open access book explores the various dimensions of women’s empowerment in public policy in the Gulf Cooperation Council (GCC) region, with a particular focus on Qatar, comparing the country to the other Gulf states. Through its rich compilation of empirical qualitative research, the text unpacks the various ways in which women’s empowerment materializes in the GCC context, providing insights into public policy perspectives in high-income rentier states more broadly. The Arab world has long been part of the global dialogue on women’s economic and political empowerment and the GCC has, over the past decade, situated women’s empowerment amongst their respective national priorities and long-term strategies. In turn, the Gulf has seen gradual implementation of policies aimed at women, specifically, in looking to attract and retain them in the labour market, and in the public sector more broadly. The collection surveys and evaluates the progress made in recent decades, paying close attention to the cultural and policy constraints still limiting women’s empowerment in the Gulf. With a key linkage to SDG5, this book is a timely text addressing the context and drivers behind policies centering on women in the Arab region, in its analysis of the interplay of international women’s empowerment discourse and regional public policy decisions. It is relevant to researchers and policy makers focused on women and gender issues in relation to social, cultural, economic, and political empowerment in the Gulf specifically, but also in the Arab world and beyond.

It examines the discourse and controversies surrounding the digital gender divide, including links to poverty and illiteracy. Major themes concerning women and ICTs are explored, such as women in the ICT workforce, how girls and women relate differently to ICT, and opportunities and barriers for women in science and technology in general. Current research relating to gender and ICT is often country-specific and is more prevalent in developed countries than in developing countries. This paper suggests where additional research is needed on barriers to women s entry and access to ICT. The overall objective of this paper is to influence policy dialogue around women and ICT for development by raising awareness of the digital gender divide. Economic opportunity for women in ICT will not be realized until policies address gender considerations and ensure that ICT investment contributes to more sustainable and equitable development.

The violence escalated to the point of genocide when, over the course of ten days in July 1995, Serbian troops under the command of General Ratko Mladic murdered 8,000 unarmed men and boys who had sought refuge at a UN safe-haven in Srebrenica. Shocked, the United States quickly launched a diplomatic intervention supported by military force that ultimately brought peace to the new nations created when Yugoslavia disintegrated. Peacemakers is the first inclusive history of the successful multilateral intervention in the Balkans from 1995--2008 by an official directly involved in the diplomatic and military responses to the crises. A deadly accident near Sarajevo in 1995 thrust James Pardew into the center of efforts to stop the fighting in Bosnia. In a detailed narrative, he shows how Richard Holbrooke and the US envoys who followed him helped to stop or prevent vicious wars in Bosnia, Croatia, Kosovo, and Macedonia. Pardew describes the human drama of diplomacy and war, illuminating the motives, character, talents, and weaknesses of the national leaders involved. Pardew demonstrates that the use of US power to relieve human suffering is a natural fit with American values. Peacemakers serves as a potent reminder that American leadership and multilateral cooperation are often critical to resolving international crises.

Despite a series of reforms, MENA has remained stuck in a low-learning, low-skills level. Expectations and Aspirations: A New Framework for Education in the Middle East and North Africa identifies four key sets of tensions that are holding back education in the region: credentials and skills, discipline and inquiry, control and autonomy, and tradition and modernity. These tensions are shaped by society and are reflected in classrooms. If they are not addressed, MENA will continue to operate at a level below its potential. This report outlines a new framework with a three-pronged approach that can help address these tensions and unleash the potential of education in MENA: • A concerted push for learning that starts early for all children regardless of background, with qualified and motivated educators, and that leverages technology, uses modern approaches, and monitors learning outcomes • A stronger pull for skills by all stakeholders in the labor market and society that involves coordinated multisystem reforms within and beyond the education system • A new pact for education at the national level with a unified vision, shared responsibilities, and accountabilities. Education is not just the responsibility of the education system—it is everyone’s business. The push, pull, and pact framework offers an opportunity for MENA to move forward to reclaim its heritage of a learned region and to meet the expectations and aspirations of its people. The current situation in MENA requires a renewed focus on education, not just as a national priority for economic growth and social development, but as a national emergency for stability, peace, and prosperity.
