Because of lack of time and the complex nature of vocational education in the country, only preliminary results are reported. The first three chapters of the report describe training as it exists now. The first chapter discusses three types of vocational training: social advancement training, apprenticeships, and training schemes organized by the national employment office. It also covers two other types of training--evening courses offered by universities, and private courses. Chapter 2 examines training which has been organized by industry, often in collaboration with trade unions, based on data gathered by six exploratory investigations divided between industrial and tertiary sectors. The third chapter describes the measures introduced recently to combat unemployment. The final chapter puts forward a number of questions for discussion, such as: What are the problems of this nebulous educational area? How are they intertwined? and What should be done to obtain better information in order to take action? (KC)

On the basis of this close connection between training suppliers and the financial sources behind them, continuing training activities can be subdivided into these five categories: (1) continuing training activities supplied by public resources; (2) labor market training schemes; (3) training activities of industry and labor market organizations; (4) continuing training courses offered on the open market; and (5) in-house continuing training. For salaried employees (white-collar workers) and public employees, continuing training opportunities depend on the individual's job function and position and are very diverse. Generally, salaried employees in the private sector participate primarily in continuing training schemes financed mainly by their employers, through participants' fees. About 80 percent of public training schemes are financed through taxation. The continuing training of salaried employees in the public sector is financed predominantly through taxation by means of participants' fees paid to commercial course suppliers and professional associations. For the industrial sector, labor market training schemes are of paramount importance. The financial structure of labor market courses was initially tax-financed but is now fund-financed. Available in PDF, EPUB and Kindle. Book excerpt: A study was conducted to document and analyze the financing flows and flows of people in adult vocational education in the Netherlands. The study sought to determine the following: (1) the activities geared to adult vocational education; (2) the flows of people into and out of adult vocational education; and (3) the financial flows, the allocation of funds, and the financial instruments. The study reported very preliminary findings only because of time constraints and the extremely complex nature of vocational education in the Netherlands. Some of the findings were as follows: (1) adult vocational education is still in the developmental stages; (2) new legislation on vocational education is still in preparation; and (3) data on content and finances are too fragmented to present a general picture. The study found that despite the growing interest in adult vocational education, the money spent on it in the Netherlands is modest compared to other European Economic Community states. The study discovered that from 1980 to 1985 participation in adult education increasingly became an activity for young people (aged 16 to 24), men, employees, and the better educated. It also found that larger firms are more likely to provide training than smaller firms. The study recommended that more attention be paid to training older workers, since there will soon be fewer young workers. Book excerpt: The European Centre for the Development of Vocational Training (CEDEFOP) moved forward on the four major themes of its medium-term priorities in 2000, which were the following: (1) promoting competencies and lifelong learning; (2) facilitating new ways of learning for a changing society; (3) supporting employment and competitiveness; and (4) improving European understanding and transparency. In tackling this spectrum of activities, the CEDEFOP's accomplishment fell in these two areas: developing knowledge and expertise--encompassing the themes and content within the four priority themes; and serving customers, partners, and policymakers, and fostering research cooperation. In the area of developing knowledge and expertise, a reporting system on lifelong learning was developed; final editing work was completed on key qualifications; a conference on the identification, assessment, and recognition of non-formal learning was conducted; efforts to improve transparency of qualifications were made; and a mechanism to promote mobility was created. In the area of serving its audience, work was completed on reporting on developments in vocational education and training in the European Union (EU); key data on vocational training in the EU were reported; the first report on vocational training policy for the EU was published; an electronic library and information service was improved, and additional research and information exchange was conducted.
