Book excerpt: The Improper Payments Information Act of 2002 requires federal agencies to identify programs that are vulnerable to improper payments and to estimate annually the amount of underpayments and overpayments made by these programs; the estimates are to be reported to Congress by March 31 following the end of the fiscal year. [...] A major component of the legislation was the establishment of a new leadership structure for federal financial management, consisting of two new positions within the Office of Management and Budget: a new Deputy Director for Management (to serve as the federal government's chief financial officer), and a Controller (to head the statutorily established Office of Federal Financial Management). [...] In addition, the law created 24 chief financial officers for the major executive departments and agencies; there were also 24 deputy CFOs.7 Of the 24 CFO positions, those in the 14 cabinet-level departments, the Environmental Protection Agency, and the National Aeronautics and Space Administration are filled by presidential appointees, confirmed by the Senate. [...] Provisions in the Federal Financial Management Act of 199411 (incorporated into the Government Management Reform Act), substantially expanded the requirements in the CFO Act for audited financial statements. [...] The Secretary of the Treasury, in coordination with the director of OMB, submitted the most recent set to the President and Congress in March, 2003.

GAO found that: (1) due to the lack of a governmentwide financial management plan to help guide and control their efforts, agencies struggled in developing financial systems; (2) in April 1989, OMB began developing a governmentwide financial management improvement plan; (3) the Financial Management Service's (FMS) Federal Agency Financial Systems Program helped in furthering governmentwide improvements in financial management systems, but the program still needed improvements; (4) program officials believed that insufficient resources hindered their efforts to accomplish their objectives; (5) 2 years after the program's establishment, there were only eight program staff regulating the entire federal government; (6) FMS did not develop a comprehensive strategy defining program objectives; (7) Treasury's plans did not rank program objectives or identify milestones for accomplishing them; and (8) a comprehensive strategy would provide agencies with direction and focus and would be an integral part of an OMB long-range financial management plan.

Book excerpt: GAO reviewed the federal government's internal control and accounting systems, focusing on agencies': (1) progress in complying with the Federal Managers' Financial Integrity Act of 1982; and (2) efforts to correct remaining problems. GAO found that: (1) agencies reported that more than a third of the serious internal control weaknesses in financial management, procurement, debt collection, and property management which they had cited since 1983 remained uncorrected; and (2) agency self-evaluations identified 229 new weaknesses in 1986. GAO also found that agencies: (1) reported that they had corrected many of their internal control problems; (2) did not always ensure the prompt and effective correction of problems; and (3) sometimes delayed the resolution of audit findings, which could have saved millions of dollars. In addition, GAO found that: (1) agencies' accounting systems did not provide the reliable and timely data they needed to decide policy or manage their operations; (2) agencies' attempts to correct these problems were frequently costly or seriously delayed; and (3) Congress is considering legislation to ensure the implementation and continuity of comprehensive reform of the government's accounting and financial management systems.
