Book excerpt: "During July 2005, Typhoon Banyan recurved and underwent tropical transition over the western North Pacific. Coincident with the extratropical transition of Banyan, a large mid-tropospheric anticyclone developed immediately east of the recurving typhoon. The anticyclone was associated with a high-amplitude Rossby wave-like pattern that developed downstream of the anticyclone and extended across the North Pacific. Development of the anticyclone is examined with respect of the interaction between the outflow from Banyan and the midlatitude jet streak. During the poleward movement of TY Banyan, an anticyclonically-curved jet streak was forced by the merger of the upper-level outflow from Banyan and a jet streak associated with an upstream trough. The anticyclonic curvature was accentuated by the presence of a mid-tropospheric cyclone east of Banyan. The anticyclonic curvature increased as Banyan moved poleward and the mid-tropospheric cyclone moved equatorward. Thermodynamic forcing of the mid-tropospheric anticyclone is examined with respect to the poleward movement of warm moist air that ascends as it is advected around the eastern side of the decaying typhoon. The combination of dynamic and thermodynamic factors is examined in a potential vorticity framework to identify the development of the anticyclone east of Banyan and the transformation of Banyan into a midlatitude cyclone."--Page v.

Book excerpt: In this project we investigated the basic mechanisms that determine the predictability of tropical cyclones undergoing extratropical transition (ET) and of their impact on the downstream flow. The analysis of ensemble forecasts for five ET cases showed that uncertainty is associated with the location and amplitude of a characteristic upper-level trough-ridge-trough pattern consisting of the trough that interacts with the tropical cyclone, a ridge directly downstream and a second trough downstream of the ridge. Experiments for Typhoon Tokage (2004) with the ensemble prediction system of the European Centre for Medium Range Weather Forecasts showed that targeted perturbations led to increased spread around and shortly after ET time whereas the spread due to stochastic physics increased at a later time as the influence of the targeted perturbations decreased. Idealized modelling combined with potential vorticity inversion was used to quantify the mechanisms responsible for this variability. Furthermore, dropsonde data in the vicinity of tropical cyclones were shown to reduce the medium-range forecast error for the downstream flow.

Book excerpt: Losses to hurricanes in the 1990s total more than those incurred in the 1970s and 1980s combined, even after adjusting for inflation. This has led many to mistakenly conclude that severe hurricanes are becoming more frequent. In fact, according to recent research, the past few decades have seen a decrease in the frequency of severe storms and 1991 to 1994 was the quietest in at least 50 years. It does mean, however, that the world today is more vulnerable to hurricane impacts than it has ever been, which represents a serious policy problem. This book defines and assesses the hurricane problem, focusing primarily on the United States, in order to lay a foundation for action. The concept of vulnerability is used to integrate the societal and physical aspects of hurricane impacts. The book is unique in that it seeks to address both the scientific and societal aspects of hurricanes. While it focuses on the United States, it is intended to illustrate weather related impacts assessment that could be applied in other areas, and for phenomena other than hurricanes. More broadly, this book seeks to illustrate the beneficial uses (as well as limitations) of hurricane science to society. Explicit consideration of the relationship between science and society is much needed in an era when scientific research is under public and political pressure to demonstrate a better connection with societal needs.
