Book excerpt: In the dismantling of the Ottoman Empire following World War I, nearly two million citizens in Turkey and Greece were expelled from homelands. The Lausanne treaty resulted in the deportation of Orthodox Christians from Turkey to Greece and of Muslims from Greece to Turkey. The transfer was hailed as a solution to the problem of minorities who could not coexist. Both governments saw the exchange as a chance to create societies of a single culture. The opinions and feelings of those uprooted from their native soil were never solicited. In an evocative book, Bruce Clark draws on new archival research in Turkey and Greece as well as interviews with surviving participants to examine this unprecedented exercise in ethnic engineering. He examines how the exchange was negotiated and how people on both sides came to terms with new lands and identities. Politically, the population exchange achieved its planners' goals, but the enormous human suffering left shattered legacies. It colored relations between Turkey and Greece, and has been invoked as a solution by advocates of ethnic separation from the Balkans to South Asia to the Middle East. This thoughtful book is a timely reminder of the effects of grand policy on ordinary people and of the difficulties for modern nations in contested regions where people still identify strongly with their ethnic or religious community.

Known as the Asia Minor Catastrophe by the Greeks, it marked the establishment of the independent nation state for the Turks. The consequences of this event have received surprisingly little attention despite the considerable relevance for the contemporary situation in the Balkans. This volume addresses the challenge of writing history from both sides of the Aegean and provides, for the first time, a forum for multidisciplinary dialogue across national boundaries.

In the Ottoman Empire’s final decade (in 1906), non-Muslims constituted 20% of the population; by 1927, they were reduced to 2.5% and, nowadays, they make up less than 0.02% of the population of Modern Turkey. Armenians were subjected to deportations (1915), Greeks were ‘exchanged’ (1922–1924) and Jews were forced to migrate abroad (after 1945). Like many other nation-states in the Near East, Turkey has been able to homogenize its population on religious grounds. This book is a collection of Aktar's articles about this transformation. Aktar criticises nationalist historiographies and argues "For instance, a scholar conducting research on the Jewish community during the republican period could easily come to the conclusion that only Jews were discriminated against by the Turkish state. However, this is only partially true! All non-Muslim minorities were discriminated against and their stories cannot be understood unless the Turkish state and its policies are placed at centre stage. It is principally a study of the concept of 'population transfer' - the idea that, in order to construct stable and homogeneous nation-states and a peaceful international order out of them, national minorities could be relocated en masse in an orderly way with minimal economic and political disruption as long as there was sufficient planning, bureaucratic oversight, and international support in place. Tracing the rise and fall of the concept from its emergence in the late 1890s through its 1940s zenith, and its geopolitical and historiographical afterlife during the Cold War, Making Minorities History explores the historical context and intellectual milieu in which population transfer developed from being initially regarded as a marginal idea propagated by a handful of political fantasists and extreme nationalists into an acceptable and a 'progressive' instrument of state policy, as amenable to bourgeois democracies and Nobel Peace Prize winners as it was to authoritarian regimes and fascist dictators. In addition to examining the planning and implementation of population transfers, and in particular the diplomatic negotiations surrounding them, Making Minorities History looks at a selection of different proposals for the resettlement of minorities that came from individuals, organizations, and states during this era of population transfer.

Ted Gurr surveys the behavior of 275 politically active ethnic groups during the 1990s and pinpoints the factors that encourage the assertion of ethnic identities. Whereas his highly acclaimed 1993 book presented a disturbing picture of spreading ethnic violence, this volume documents a pronounced decline since the early 1990s--a decline attributable, in part at least, to many states abandoning strategies of assimilation and control in favor of policies of pluralism and accommodation. Nonetheless, Gurr identifies some ninety groups as being at significant risk of conflict and repression in the early 21st century. And he cautions that the emerging global regime of principles and strategies governing relations between communal groups and states is far from perfect or universally effective.
