To do so, it brings together three scholarly domains that traditionally stand apart and are discussed separately. The first addresses the notion of the European Union conducting a normatively-driven foreign policy both near and far abroad. The second is concerned with the legitimacy, operationality, and effectiveness of promoting democracy in third-world countries. The third addresses the quality of the relationship the European Union has been able to establish with some vital – yet often troubled – countries in South-East Europe, Eastern Europe, and Central Asia. Finally, based on the empirical findings presented in each chapter, this volume concludes by rethinking the concept and relevance of NPE to the field’s understanding of the EU’s foreign policy making. This edited volume offers the reader both a theoretically and empirically rich analysis of the European Union’s efforts to promote democracy abroad. Book excerpt: Unknown yet highly strategic, Central Asia attracts the interest of major global powers due to its vast energy resources and crucial geographic position. Russia, China, and the European Union view this region as an indispensable springboard to enhance their political and economic influence on the Eurasian landmass. Thus, facing strong competition and working on low budget, the EU is attempting to establish itself as a relevant and influential actor in an environment in which its leadership role is far from certain. Unlike in other post-communist regions, the EU is not able to rely on the attractiveness of its political models, and risks being marginalized by other global powers. The crucial question then is: How does the EU exert influence in such a challenging geopolitical context? Which strategies does the EU apply to be an actor who counts? Through an analysis of the EU’s discourse, instruments, and the reception of its policies in Central Asia, this study argues that the EU consciously takes the position of a second-tier actor who acts as a “consultant” and projects a picture of itself as an honest broker with no geopolitical agenda. The EU’s influence is confined to niche domains in the security sphere that are nevertheless important for the regional security. The EU is not a great power in the region nor is it willing to become one. It does, however, have comparative advantages in being perceived as inoffensive and for occupying areas that are neglected by the other actors, such as governance and water security.

These chapters provide empirical cases and critical analysis of a rich variety of norm-takers from EU member states, European and non-European states, including the rejection of EU norms in Russia and Africa as well as adaptation of EU practices in Australia and New Zealand. Chapters on China, ASEAN and the Czech Republic demonstrate resistance to EU norm export. This volume probes differences in willingness to adopt or adapt norms between various actors in the recipient state and explores such questions as: How do norm-takers perceive of the EU and its norms? Is there a 'normative fit' between EU norms and the local normative context? Similarly, how do EU norms impact recipients' interests and institutional arrangements? First, the authors map EU norm export strategies and approaches as they affect norm-takers. Second, the chapters recognize that norm adoption, adaption, resistance or rejection is a product of interaction and a relationship in which interdependence, asymmetry and power play a role. Third, we see that domestic circumstances within norm-takers condition the reception of norms. This book's focus on norm-takers highlights the reflexive nature of norm diffusion and that nature has implications for the EU itself as a norm exporter.
