Further, he urged for the deepening of the dialogue between Russia and the North Atlantic Treaty Organization (NATO). A successful Europe, according to Ivanov, cannot be built without a close partnership between Russia and the European security institution. Ivanov's speech constitutes an adequate example for efforts of the Russian Federation aimed at getting more involved into European security issues. By examining the completed NATO and EU enlargements in 1999 and 2004, the ambition of Russia to have an influential say in European security questions becomes obvious. Being confronted with enlargement processes that incorporated a former Soviet sphere of influence, the Russian Federation regards itself as being excluded. Both sides, EU/NATO and Russia currently do not consider full Russian accession to these organisations as a possible and desirable policy option in the short- and medium-term. Therefore, European security institutions are facing the problem of finding a way to cooperate with those states that do not wish or are not allowed to join these institutions. How to fit in the Russian Federation, can thus be regarded as one of the most urgent issues in European security policies. This essay will argue that the underpinnings of the security cooperation are actually very fragile and are lacking substance. In particular, the lack of a shared set of common aims, interests, and values make it difficult to develop a sustainable security partnership between Europe's security institutions and Russia

Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

They also explore a number of critical issues: Why is it that NATO cannot end the Yugoslav conflict? Why do the Americans and West Europeans quarrel over a European Security and Defense Identity? Why is it that the states of Central and Eastern Europe cannot simply join NATO? Is the CSCE becoming the pan-European security organization that will bear responsibility for preventing or managing future conflicts? The book offers careful analysis of the pivotal years of reform between 1989 and 1992. In the first section, the contributors assess those developments from the viewpoint of the key institutions—NATO, CSCE, the European Union, and its security arm, the Western European Union (WEU). They then examine the policies of the key allies—the United States, the United Kingdom, Germany, and France. In No Place for Russia, William H. Hill traces the development of the post–Cold War European security order to explain today’s tensions, showing how attempts to integrate Russia into a unified Euro-Atlantic security order were gradually overshadowed by the domination of NATO and the EU—at Russia’s expense. Hill argues that the redivision of Europe has been largely unintended and not the result of any single decision or action. Instead, the current situation is the cumulative result of many decisions—reasonably made at the time—that gradually produced the current security architecture and led to mutual mistrust. Hill analyzes the United States’ decision to remain in Europe after the Cold War, the emergence of Germany as a major power on the continent, and the transformation of Russia into a nation-state, placing major weight on NATO’s evolution from an alliance dedicated primarily to static collective territorial defense into a security organization with global ambitions and capabilities. Book excerpt: This book argues that security and defense have never been true priorities in the European Union, and have constantly been marginalized by the elites since the Soviet Union collapsed and the Warsaw Pact disintegrated. Despite the official rhetoric, only a few tangible results can be presented concerning the operational readiness of European forces, and the EU’s inability to act was proven during the crises in the Balkans, NATO has experienced similar problems, as the majority of its members are EU countries. Both organizations have declared their resolve concerning the security and defense of their nations and territories, but, unfortunately, little has been done to lend these statements credence. In this context, the book analyzes several aspects of EU security and defense, including: the EU – NATO relationship, common defense policy and strategy, common capability building, common understanding of strategic changes, common operational planning and centrally synchronized exercises based on operational planning, etc. The member states have helped to make EU/NATO effective organizations, but unfortunately their individual interests and priorities constitute real challenges. This aspect should be discussed and addressed by political and military elites, scholars, analysts, students and the general public alike.

This transformation is explored in three stages. The first stage covers the period 1990-91 and explains the preservation of a `western security community' inherited from the Cold War, through a process of institutional reconstruction largely carried out on paper. The second stage from 1991 to 1992 sees the incorporation of a `purpose' for these institutions as a framework for the implementation of collective security. The third stage explores the emerging questions of legitimacy surrounding the new tasks of these institutions as they become embroiled in the war in the former Yugoslavia. The precedents of legitimate intervention in upholding democracy, free markets and human rights in the post-coldwar era are examined from the perspectives of international law and Gramscian derived concepts of legitimacy, focusing on the acceptance of military power by civil society, and how intervention in these terms becomes a 'cultural practice'.

European security, however, remains marred by significant security challenges. In 2009, Russian President Dmitry Medvedev launched an initiative investing considerable efforts in redefining the European security architecture in an inclusive and comprehensive manner, but fell short of defining and addressing common interests. A broad dialogue on "hard security" issues that addresses Russian perceptions and concerns is required with a genuine attempt to reconcile differences. This paper offers the basis for developing such a dialogue making best use of the 2009 Russian proposal in the event that the United States and Allies can address the Russian desire to have a more expansive role and garner respect at the European table.
