However, although every person has the ‘right’ to work, it is becoming clearer all the time that unemployment is not due merely to a lack of encouragement to exercise this right, but (at least in part) to some deeper defects in the implementation of effective employment policies. As a contribution to defining the nature of these problems this important collection of essays targets the phenomena of multilevel governance, both vertical (European, national, regional, local) and horizontal (administrative institutions, trade unions, business representatives, NGOs), showing, with detailed analysis and data, how coordination or conflict between the various levels advances, or fails to advance, the goals of employment policy. Regarding the EU, five EU Member States are examined– plus, for comparative analysis, the parallel Canadian federal model – with the authors addressing such concrete issues as: the impact of globalisation and Europeanisation on employment policies; distribution of tasks in the Open Method of Coordination (OMC); involvement of private and economic agents; the increasing significance of international political agents; flexicurity as an employment strategy; the difficulty of integrating the excluded; coordination with education and fiscal policies; social inclusion from the point of view of international human rights; and gender ‘mainstreaming’ as a weakening of the EU guarantee of gender equality. The essays originated in a research meeting held at the Instituto Internacional de Sociología Jurídica at Oñati (Spain) in June of 2007. Some of the contributors, all employment law experts, discuss problematic aspects of the European Employment Strategy (EES) and its influence on the decentralization of employment policies and related elements of social protection. Other authors concentrate on ‘built-in’ multilevel problems resulting from existing constitutional and administrative structures, while a third group focuses on substantive approaches to employment policies within individual member states. In this book the degree of administrative, legal, political, and cultural intricacy involved in a serious engagement with multilevel governance of employment on the European model is put on full view. For our research we have consciously focused on European Union member countries, the number of countries involved in one way or another in the project is twenty. According to Esping-Andersen we differentiate three different types of Welfare models: the liberal "Beveridge systems, the conservative, corporatist "Bismarck systems and the social democratic or Scandinavian (Nordic) regimes. Our working group decided to opt for an "own class of countries belonging to a "Mediterranean Model. And we added also a group of "Central and Eastern European Systems. After having described these systems and their development, we have examined if, and to what extent the countries of a given regime are all following the same trends and developments. The question of a possible convergence of all these models in one future European social model was also investigated. At the end the most important questions remain: How can we overcome the austerity paradigm and move towards a cohesive society where everyone participates according to his means and where everybody gets according to his needs? How can we agree on a minimum socket of social rights in all European Countries

Youth Labor in Transition examines young people's integration into employment, alongside the decisions and consequences of migrating to find work and later returning home. The authors identify key policy challenges for the future related to NEETS, overeducation, self-employment, and ethnic differences in outcomes. This illustrates the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. The mapping and extensive analysis in this book are the result of a 3½-year, European Union-funded research project (Strategic Transitions for Youth Labour in Europe, or STYLE; http://www.style-research.eu) coordinated by Jacqueline O'Reilly. With an overall budget of just under 5 million euros and involving 25 research partners; an international advisory network and local advisory boards of employers, unions, and policymakers; and non-governmental organizations from more than 20 European countries, STYLE is one of the largest European Commission-funded research projects to exist on this topic. The authors trace the evolving relationship between citizens and European institutions over the past decades, especially as public support for deepening and widening integration has waned. This trend culminated in a deep institutional crisis precipitated by the rejection of the draft constitutional treaty in France and the Netherlands in 2005. At least two truisms were proven wrong during this tumultuous period: that European citizens have little interest in European integration and that citizens have little influence on EU politics. However, this power shift has left citizens with a deep distrust of integration and EU institutions with limited capacities to cope with issues the public considers priorities-primarily unemployment and social inequalities.
