The Eurasian Economic Union (EEU), composed of Russia, Kazakhstan, Belarus, Armenia and Kyrgyzstan, is considered as a player which will strengthen the international influence and international trade of the post-socialist countries. It is intended to become a parallel association to the European Union. This comprehensive volume considers the potential global role of the EEU. A major problem outlined is the balancing of relations between the EU and the West on the one hand, and China and the Shanghai Cooperation Organisation on the other. The book explores the impact of the global crisis as well as a consideration of the EEU in the world system of states. It also examines the EEU’s relationship with other regional developments, in relation to the EU and to the outer circle of post-socialist states that joined neither the EU nor the EEU. It concludes by considering Eurasia in the Asian context, looking at the two central Asian countries (Kazakhstan and Kyrgyzstan), relations with China and the relationship between the Shanghai Cooperation Organisation (SCO) and the EEU. Book excerpt: This volume examines Russian discourses of regionalism as a source of identity construction practices for the country's political and intellectual establishment. The overall purpose of the monograph is to demonstrate that, contrary to some assumptions, the transition trajectory of post-Soviet Russia has not been towards a liberal democratic nation state that is set to emulate Western political and normative standards. Instead, its foreign policy discourses have been constructing Russia as a supranational community which transcends Russia's current legally established borders. The study undertakes a systematic and comprehensive survey of Russian official (authorities) and semi-official (establishment affiliated think tanks) discourse for a period of seven years between 2007 and 2013. This exercise demonstrates how Russia is being constructed as a supranational entity through its discourses of cultural and economic regionalism. These discourses associate closely with the political project of Eurasian economic integration and the "Russian world" and "Russian civilization" doctrines. Both ideologies, the geoeconomic and culturalist, have gained prominence in the post-Crimean environment. The analysis tracks down how these identitary concepts crystallized in Russia's foreign policies discourses beginning from Vladimir Putin's second term in power.

The book’s chapters are written by prominent experts in the field, and together contribute to the continuing debate by providing policy advice for managing crises in the region. Conflicts inevitably arise in the Eurasian space as global powers, regional powers and individual states jockey for positions and influence. These conflicts need not reach a crisis state provided the foundations of conflict, and the surrounding frameworks, can be better understood. To do this, it is necessary to examine the issue of security in Eurasia from a multi-dimensional perspective that challenges any and all assumptions about Eurasia and global order. This volume has two overarching goals. The first is to come to a better understanding of key security threats in the Eurasian region from a multi-dimensional – social, political, economic and institutional - perspective. The second is to discuss policies directed to increase mutual security in and around the Eurasian core. Although the crisis of security affects the whole continent, the area covered by the former Soviet Union and its neighborhood is at the epicenter of the current crisis. On the one side, the Atlantic community is consolidating and extending. On the other, various ‘greater Asia’ ideas are in the making. All of Eurasia is in danger of becoming an extended shatter zone, a vast new, shaky ‘borderland’ trapped between two great systems of power and world order.

Against this background, the contributors consider the position of China in the processes of regional competitive interdependency. This book offers analysis at three levels: internal, regional, and global. Chapters consider China’s position in regional post-socialist associations such as the BRICS, the Shanghai Cooperation Organization (SCO), the Eurasian Economic Union (EEU), the Silk Road Economic Belt and the ‘One Belt, One Road’ (OBOR). Contributors discuss how membership in these regional bodies is likely to enhance China’s economic power, strategic position, and political importance. A major theme addressed is whether these new powers will become complementary to the American-led economic core countries or evolve as countervailing powers. Contributors suggest that linkages favored by China’s regional associations are more ‘network’ based and informal in character. They are more in keeping with regionalization rather than regional blocs such as the European Union, which have ‘locked in’ members to market-driven institutions. Thus, these new developments move away from a neo-liberal market perspective and satisfy the needs of members to retain their economic and political sovereignty. This book considers whether these new regional blocs led by China will perform a ‘transformative’ process for the international order or become an alternative—supplementary to, but not replacing, the existing institutions of the North. An important topic is the relationship of Russia and China to the Central Asian countries of the former USSR and the interaction between the Russia-led Eurasian Economic Union and the Chinese initiative of the Silk Road Economic Belt. There is potential for the evolution of an alliance between China and Russia against the neo-liberal order led by the USA. Concurrently, they bring out possible the tensions between Russia’s and China’s conflicting interests over influence in Central Asia. Reactions to China’s rise include the Trump administration’s movement from a multilateral to a bi-lateral trade policy and the threat of discriminatory tariffs for China. The contributors seek to promote a better appreciation of China’s role in regional associations, and the implications of contemporary developments in economic, geo-political, and international political affairs in the 21st century.

The collapse of communism in Eastern Europe and the Soviet Union discredited the idea of socialism for generations to come. It was seen as representing the final and irreversible victory of capitalism. This triumphal dominance was barely challenged until the 2008 financial crisis threw the Western world into a state of turmoil. Through analysis of post-socialist Russia and Central and Eastern Europe, as well as of the United Kingdom, China and the United States, Socialism, Capitalism and Alternatives confronts the difficulty we face in articulating alternatives to capitalism, socialism and threatening populist regimes. Beginning with accounts of the impact of capitalism on countries left behind by the planned economies, the volume moves on to consider how China has become a beacon of dynamic economic growth, aggressively expanding its global influence. The final section of the volume poses alternatives to the ideological dominance of neoliberalism in the West. Since the 2008 financial crisis, demands for social change have erupted across the world. Exposing the failure of neoliberalism in the United Kingdom and examining recent social movements in Europe and the United States, the closing chapters identify how elements of past ideas are re-emerging, among them Keynesianism and radical socialism. As those chapters indicate, these ideas might well have potential to mobilise support and challenge the dominance of neoliberalism.
