With a geopolitically central location, the country's domestic and international policies are poised to change the face of global affairs. The Belt and Road Initiative has called attention to a deepening Eurasian continentalism that has, argues Kent Calder, much more significant implications than have yet been recognized. In Super Continent, Calder presents a theoretically guided and empirically grounded explanation for these changes. He shows that key inflection points, beginning with the Four Modernizations and the collapse of the Soviet Union; and culminating in China's response to the Global Financial Crisis and Crimea's annexation, are triggering tectonic shifts. The contributors to this book argue that the popular notion that empires do not care about belonging is simplistic and wrong. Chapters address numerous and varied dimensions of belonging in multiethnic territories of the Ottoman Empire, Imperial Russia, and the Soviet Union, from the mid-nineteenth to the late twentieth centuries. They illustrate both the mutability and the durability of imperial belonging in Eurasian borderlands. Contributors to this volume pay attention to state authorities but also to the voices and experiences of teachers, linguists, humanitarian officials, refugees, deportees, soldiers, nomads, and those left behind. Through those voices the authors interrogate the mutual shaping of empire and nation, noting the persistence and frequency of coercive measures that imposed belonging or denied it to specific populations deemed inconvenient or incapable of fitting in. The collective conclusion that editors Krista A. Goff and Lewis H. Siegelbaum provide is that nations must take ownership of their behaviors, irrespective of whether they emerged from disintegrating empires or enjoyed autonomy and power within them.

Through astute diplomacy, economic investment, and a series of ambitious military campaigns into the heart of Central Eurasia, the Manchu rulers defeated the Zunghar Mongols, and brought all of modern Xinjiang and Mongolia under their control, while gaining dominant influence in Tibet. The China we know is a product of these vast conquests. Peter C. Perdue chronicles this little-known story of China's expansion into the northwestern frontier. Unlike previous Chinese dynasties, the Qing achieved lasting domination over the eastern half of the Eurasian continent. Rulers used forcible repression when faced with resistance, but also aimed to win over subject peoples by peaceful means. They invested heavily in the economic and administrative development of the frontier, promoted trade networks, and adapted ceremonies to the distinct regional cultures. Perdue thus illuminates how China came to rule Central Eurasia and how it justifies that control, what holds the Chinese nation together, and how its relations with the Islamic world and Mongolia developed. He offers valuable comparisons to other colonial empires and discusses the legacy left by China's frontier expansion. The Beijing government today faces unrest on its frontiers from peoples who reject its autocratic rule. At the same time, China has launched an ambitious development program in its interior that in many ways echoes the old Qing policies. China Marches West is a tour de force that will fundamentally alter the way we understand Central Eurasia.

Book excerpt: Even a casual perusal of seventeenth-century European print production makes clear that the Turk was on everyone’s mind. Europe’s confrontation of and interaction with the Ottoman Empire in the face of what appeared to be a relentless Ottoman expansion spurred news delivery and literary production in multiple genres, from novels and sermons to calendars and artistic representations. The trans-European conversation stimulated by these media, most importantly the regularly delivered news reports, not only kept the public informed but provided the basis for literary conversations among many seventeenth-century writers, three of whom form the center of this inquiry: Daniel Speer (1636-1707), Eberhard Werner Happel (1647-1690), and Erasmus Francisci (1626-1694). The expansion of the Ottoman Empire during the sixteenth and seventeenth centuries offers the opportunity to view these writers' texts in the context of Europe and from a more narrowly defined Ottoman Eurasian perspective. Ottoman Eurasia in Early Modern German Literature: Cultural Translations (Francisci, Happel, Speer) explores the variety of cultural and commercial conversations between Europe and Ottoman Eurasia as they negotiated their competing economic and hegemonic interests. Brought about by travel, trade, diplomacy, and wars, these conversations were, by definition, “cross-cultural” and diverse. They eroded the antagonism of “us and them,” the notion of the European center and the Ottoman periphery that has historically shaped the view of European-Ottoman interactions.

Neither white, nor brown.’ This ‘Indo’ was part of the Indo-Europeans, a group of mixed indigenous and European ancestry, from the former Dutch East Indies. In almost all other Asian colonies, including British India and French Indochina, which are also covered in this study, such a group of mixed ancestry came into being. The future of these Eurasians after decolonisation was quite insecure. The European rulers, on which their status was based, were gone. The new indigenous rulers perceived them suspiciously as colonial remnants and often even as traitors. In this chaotic situation, they were forced to make a choice, between staying in the former colony or leaving for the European mother country. Did they belong in the country of their European fathers or the former colony, the country of their Asian mothers?
