The principle of joint ownership often figures in the EU’s public discourse of the EU and other international actors. Yet, it has been scarcely conceptualised and there is little research on which factors determine its presence or lack thereof. The book contributes to its definition, highlighting its evolving nature and intersubjective dimension. The author further explains how bargaining rules, practices, and procedures affect joint ownership by constraining or empowering actors, and shaping their expectations about which options they perceive are possible during the negotiations. Negotiation analysis proves useful for showing how, and to what extent, the interests of both sides eventually feature in Euro-Mediterranean agreements and enables scholars to bring back third countries' agency and perceptions into the study of the EU's external relations.

Democracy projection is defined as the projection of (democratic) norms through the every-day practice of interactions - beyond any donor-recipient relationship - between states and foreign civil society actors on issue areas where both sides have interests to defend. The edited volume examines a variety of such issue areas, including trade, anti-corruption, applied research, gender and LGBTI, focusing on EU practices in its everyday dealings with civil society in the Southern Mediterranean. Book excerpt: By examining a range of policy areas, this book aims to assess and qualify the claim that EU policies towards the Arab Mediterranean after the uprisings are predominantly marked by continuity with the past. This is attributed to the fact that the EU still acts with the aim of maximising its own security by preserving stability in the region. The book explores how security, stability and the link between them – the security-stability nexus – are better understood as the master frame shaping the EU’s approach towards the Southern Mediterranean and how this affects policy enactment. The book shows that the security-stability nexus has at least been reframed in the wake of the uprisings, but also that more change has occurred in the redefinition of the master frame than in its actual enactment. The framing and reframing of the security-stability nexus, before and after the Arab uprisings, depends on the policy area under consideration, the variety of actors involved, and the forms of their involvement. This is also crucially because of the different disposition towards the EU of prominent actors in Arab Mediterranean partner countries, which points towards the EU’s increasing difficulties to achieve its goals in its near abroad. With wars in Ukraine, Syria and Libya, the Union’s neighbourhood can therefore better be described as ‘a ring of fire’. Does this means that the policy has failed and that an alternative policy towards the EU’s neighbours is needed? Or should these developments be seen as temporary setbacks caused by external factors beyond EU control? By comparing the EU’s approach to its eastern and southern neighbours, this volume seeks to answer such overarching questions.
