In recent years, it has moved to harness the military capacity of its member states through the European Security and Defense Policy (ESDP) to project stability in and around Europe —and perhaps beyond. There are conflicting views of the future of EDSP and its implications for transatlantic relations. On the one hand, ESDP and its related goals are, in part, the result of American pressures on Europeans to improve their military capabilities and share greater burdens with the Alliance. On the other hand, there is concern in some quarters in the United States about more autonomous European planning and decision-making.After the September 11 terrorist attacks, significant questions have arisen on both sides of the Atlantic about divergences in American and European strategic outlooks and the implications for European and transatlantic institutions. While some Americans are focused on further military transformation, many Europeans are advancing important changes on their own continent. The EU is central to those changes, but it faces choices about how to manifest its security vocation. This book examines how the evolution of the European Union's strategic presence is likely to affect transatlantic debates, and what it could mean for the EU's role as an actor in international security.

A new European Parliament is elected, a new College of the European Commission will take office, and some of the key figures of EU politics will be renewed. Besides the posts of European Commission and European Council presidents, the position of the EU's High Representative for Foreign Affairs and Security Policy will have to be newly filled. The successor of Catherine Ashton will be the face of the European Union's foreign policy for years to come, with an important potential to provide further impetus to the Union's external activities. 2014 is therefore also a good moment to engage in stock-taking of the achievements of past years, while turning toward the future. The present Policy Review strives to achieve precisely this with regard to EU foreign policy. It discusses the advances in European Union bilateral and multilateral activities beyond the Union's immediate neighbourhood, while highlighting the remaining challenges that the EU faces when engaging on the global scene. To discuss the EU's role as a global actor, it draws on the key findings of eight major research projects conducted in the area of Social Sciences and Humanities and financed under the Sixth and Seventh Framework Programmes for Research. Book excerpt: Launched in March 2010 by the European Commission, the Europe 2020 strategy aims to achieve "smart, sustainable, and inclusive" growth. The engines for this growth are - Knowledge and innovation - Greener and more efficient use of resources - Higher employment combined with social and territorial cohesion This CEPS report takes an in-depth look at this major initiative and finds that the strategy itself needs to be revised in several important respects. First, the authors believe, R&D spending per se is not the best indicator of innovativeness; a new measure, intangible capital, would be more appropriate. Second, while increasing the share of the workforce with a university degree is important for competitiveness and employment, it is the quality of that education that matters more than the quantity. The study also finds that employment targets would be better reached by a skills upgrade among women who have the least education. Concerning climate change, the authors conclude that unless the EU increases the level of its ambition and adds a carbon import tariff, reduction targets for greenhouse gas emissions are likely to have a negligible impact on global climate change. Finally and more generally, the report argues that the 2020 strategy should acknowledge the importance of institutional efficiency at the national level.
