This book aims to introduce readers to the theory and practice of the EU’s External Action, which is based on the principles and values that guide it and that it aims to promote throughout the world: democracy, rule of law, human rights and fundamental freedoms, solidarity, respect for the principles of the United Nations Charter and International Law. And, specifically, it aims to introduce readers to the intricacies of EU policy and its role in the Mediterranean, bringing them closer to a comprehensive analysis of the links between the Union and its southern neighbours, with a special focus on the European Neighbourhood Policy and the impact of energy supply and the environment on security and defence. The reflections presented here aim, through the dissemination of the results of the main activities of the Jean Monnet Module “ThEUMed”, to draw the attention of EU policymakers on the southern border of the Union in order to strengthen common understanding between its Member States on the issues of the South and with the southern and eastern Mediterranean countries to address new challenges in the fields of cooperation and international security and defence in the region. Thus, they include the observations of the main members of the academic team of the project and two course graduates. We hope not to leave readers indifferent and that they enjoy reading this volume.

Book excerpt: This is the third in a series of ten papers published jointly by the EU Institute for Security Studies (EUISS) and the European Institute of the Mediterranean (IEMed) which aim to address ten critical topics for Euro-Mediterranean relations. The papers have been commissioned with a view to formulating policy options on a set of issues which are central to achieving the objectives set out in the 1995 Barcelona Declaration and the Paris Declaration of 2008, as well as defining new targets for 2020 in the political, economic and social spheres. This third paper looks at the perspectives for security cooperation between the EU and its partner countries in the Mediterranean region. The authors argue that security is a crucial area of cooperation in Euro-Mediterranean relations and that there is a need to reevaluate the EU's policies towards the region in the light of the changing international context: a multilateralist approach by the EU towards the partner countries is key to an improvement of the security dialogue in the region. The authors emphasise the need to go beyond conventional understandings of security and to focus on human security in particular in order to resolve the ongoing political conflicts in the Euro-Mediterranean area. They put forward a number of recommendations on how best to consolidate and deepen security cooperation in Euro-Mediterranean relations.

Book excerpt: By examining a range of policy areas, this book aims to assess and qualify the claim that EU policies towards the Arab Mediterranean after the uprisings are predominantly marked by continuity with the past. This is attributed to the fact that the EU still acts with the aim of maximising its own security by preserving stability in the region. The book explores how security, stability and the link between them – the security-stability nexus – are better understood as the master frame shaping the EU’s approach towards the Southern Mediterranean and how this affects policy enactment. The book shows that the security-stability nexus has at least been reframed in the wake of the uprisings, but also that more change has occurred in the redefinition of the master frame than in its actual enactment. The framing and reframing of the security-stability nexus, before and after the Arab uprisings, depends on the policy area under consideration, the variety of actors involved, and the forms of their involvement. This is also crucially because of the different disposition towards the EU of prominent actors in Arab Mediterranean partner countries, which points towards the EU’s increasing difficulties to achieve its goals in its near abroad.
