Over half the three hundred thousand dollars endowment was given by Mr. Baynard, during the War, in 1864. The attendance has not been large, but the training in mathematics and ancient languages has always been thorough. In the South the county is the centre of political life. The schools, the roads, the poor, and other local matters are regulated by county officers. In the Eastern States and in many of the States of the Northwest, all such local questions are controlled by the towns or townships. The political activity of Southern communities is, therefore, less minutely subdivided than elsewhere in the United States; and, as a consequence, there is more centralization in the management of local matters. This great difference between the local machinery of the two sections of our country is, at first, very strange to the student of American institutions. And when he recalls the fact that the early settlers of Virginia and the Carolinas came from the same land as did the early settlers of Massachusetts and Rhode Island, he is, perhaps, even more impressed with the opposing characteristics of the local institutions of the South and those of the North. The State Superintendent of Education shall open an office, to be provided by the State at the seat of Government, in which the books and papers of his department shall be kept, and in which he shall give attendance when not absent on public business. All the records, books and papers of his department shall be kept with accuracy and sys tem, and shall be Open at all times to the inspection of the Governor of the State, or of such other persons as the Governor may delegate to per form that duty. Sec. 3. Immediately after this Act becomes a law, it shall be the duty of the State Superintendent of Education to provide, through the School Commissioner of' each County, for the enumeration of all the unmarried youth of the State, between the ages of five and eighteen years, classify ing them as colored and white, male and female, and he shall report the same through the Governor of the State to the General Assembly at its next regular session. So gratifying were the results obtained from the first five-million-dollar special building fund that the Legislature of 1923 authorized another bond issue of for the same purpose. The Legislature of 1925 authorized a third five million. A condition pre cedent to receive a loan from this issue was that the building to be erected contained at least seven classrooms, and that the building be modern in all of its attainments.
