However, even though faced with H1N1 influenza pandemic and Nipah Virus epidemic in the past decade, the country still struggles with developing effective response strategy and contingency plans when faced with an unexpected, highly unpredictable public health crisis. My research understands the process between the development of a crisis response strategy and its implementation. Additionally, it also addresses the positive/negative perception created in the minds of the public through media.

Book excerpt: During the first wave of COVID-19 infections, Kerala, a state in southern India, successfully managed to contain the pandemic. As a result, the Kerala model of managing the COVID-19 pandemic was celebrated as a success across the globe. However, at the time of writing, it looks like the celebrations were a bit premature and the failure to contain the spurt in COVID19 infections in the state in a second wave also ascertains this fact. While the rest of India recovered from the second wave of COVID-19 infections, Kerala struggled to bring the pandemic under control. This paper examines the state capacity in terms of health infrastructure before and during the pandemic. The paper also investigates the reasons behind the unravelling of the Kerala model of pandemic management. We analyse the role and impact of clientelism and political hegemony of the Left Democratic Front (LDF) in Kerala over COVID-19 mitigation strategies. We also investigate how Kerala's effective pandemic response created a sort of performance legitimacy for the LDF government.

The ongoing outbreak presents many clinical and public health management challenges due to limited understanding of viral pathogenesis, risk factors for infection, natural history of disease including clinical presentation and outcomes, prognostic factors for severe illness, period of infectivity, modes and extent of virus inter-human transmission, as well as effective preventive measures and public health response and containment interventions. There are no antiviral treatment nor vaccine available but fast track research and development efforts including clinical therapeutic trials are ongoing across the world. Managing this serious epidemic requires the appropriate deployment of limited human resources across all cadres of health care and public health staff, including clinical, laboratory, managerial and epidemiological data analysis and risk assessment experts. It presents challenges around public communication and messaging around risk, with the potential for misinformation and disinformation. Therefore, integrated operational research and intervention, learning from experiences across different fields and settings should contribute towards better understanding and managing COVID-19. This Research Topic aims to highlight interdisciplinary research approaches deployed during the COVID-19 epidemic, addressing knowledge gaps and generating evidence for its improved management and control. It will incorporate critical, theoretically informed and empirically grounded original research contributions using diverse approaches, experimental, observational and intervention studies, conceptual framing, expert opinions and reviews from across the world. Book excerpt: Why India's problems won't be solved by rapid economic growth alone When India became independent in 1947 after two centuries of colonial rule, it immediately adopted a firmly democratic political system, with multiple parties, freedom of speech, and extensive political rights. The famines of the British era disappeared, and steady economic growth replaced the economic stagnation of the Raj. The growth of the Indian economy quickened further over the last three decades and became the second fastest among large economies. Despite a recent dip, it is still one of the highest in the world. Maintaining rapid as well as environmentally sustainable growth remains an important and achievable goal for India. In An Uncertain Glory, two of India's leading economists argue that the country's main problems lie in the lack of attention paid to the essential needs of the people, especially of the poor, and often of women. There have been major failures both to foster participatory growth and to make good use of the public resources generated by economic growth to enhance people's living conditions. There is also a continued inadequacy of social services such as schooling and medical care as well as of physical services such as safe water, electricity, drainage, transportation, and sanitation. In the long run, even the feasibility of high economic growth is threatened by the underdevelopment of social and physical infrastructure and the neglect of human capabilities, in contrast with the Asian approach of simultaneous pursuit of economic growth and human development, as pioneered by Japan, South Korea, and China. In a democratic system, which India has great reason to value, addressing these failures requires not only significant policy rethinking by the government, but also a clearer public understanding of the abysmal extent of social and economic deprivations in the country. The deep inequalities in Indian society tend to constrict public discussion, confining it largely to the lives and concerns of the relatively affluent. Drèze and Sen present a powerful analysis of these deprivations and inequalities as well as the possibility of change through democratic practice.
