Book New Directions in Water Resources Planning for the U S Army Corps of Engineers

Download or read book New Directions in Water Resources Planning for the U S Army Corps of Engineers written by Committee to Assess the U.S. Army Corps of Engineers Water Resources Project Planning Procedures and published by National Academies Press. This book was released on 1999-04-12 with total page 121 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Army Corps of Engineers has long been one of the federal government's key agencies in planning the uses of the nation's waterways and water resources. Though responsible for a range of water-related programs, the Corps's two traditional programs have been flood damage reduction and navigation enhancement. The water resource needs of the nation, however, have for decades been shifting away from engineered control of watersheds toward restoration of ecosystem services and natural hydrologic variability. In response to these shifting needs, legislation was enacted in 1990 which initiated the Corps's involvement in ecological restoration, which is now on par with the Corps's traditional flood damage reduction and navigation roles. This book provides an analysis of the Corps's efforts in ecological restoration, and provides broader recommendations on how the corps might streamline their planning process. It also assesses the impacts of federal legislation on the Corps planning and projects, and provides recommendations on how relevant federal policies might be altered in order to improve Corps planning. Another important shift affecting the Corps has been federal cost-sharing arrangements (enacted in 1986), mandating greater financial participation in Corps water projects by local co-sponsors. The book describes how this has affected the Corps-sponsor relationship, and comments upon how each group must adjust to new planning and political realities.

Book Napa River Salt Marsh Restoration Project Volume 1 Environmental Impact Statement

Download or read book Napa River Salt Marsh Restoration Project Volume 1 Environmental Impact Statement written by and published by . This book was released on 2004 with total page 803 pages. Available in PDF, EPUB and Kindle. Book excerpt: The California State Coastal Conservancy (Coastal Conservancy), U.S. Army Corps of Engineers (Corps), and California Department of Fish and Game (DFG) (project sponsors) are proposing a salinity reduction and habitat restoration project for the 94569,460-acre Napa River Unit of the Napa-Sonoma Marshes Wildlife Area (NSMWA) (Napa River Unit). The parcel was purchased with funds from the Shell Oil Spill Settlement, State Lands Commission, Wildlife Conservation Board, and the Coastal Conservancy. The Napa River Unit is located at the northeast edge of San Pablo Bay, adjacent to the Napa River (Figure 5-1). The Napa River Unit was first diked off from San Pablo Bay during the 1850s for hay production and cattle grazing. Dike construction continued for several years and much of the land was converted to salt ponds in the 1950s for salt production through the solar evaporation of bay water. In the early 1990s, Cargill Salt Company stopped producing salt in the ponds on the west side of the Napa River and sold the evaporator ponds to the State of California, which assigned ownership and management to DFG. The site consists of 7,190 acres of salt ponds and levees and 2,266 acres of fringing marsh and slough. For the purpose of this document, Ponds 1, 1 A, 2, 3, 4, 5, 6, and 6A will be referred to as the lower ponds. Ponds 7, 7A, and 8 will be referred to as the upper ponds. The lower ponds are located south of Napa Slough; the upper ponds are located north of Napa Slough. Detailed site topography was collected and used for the project as described in Chapter 3, "Hydrology." Additional pond salinity and water quality information is provided in Chapter 4, "Water Quality."

Download or read book Floodplains written by Jeffrey J. Opperman and published by Univ of California Press. This book was released on 2017-09-05 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: Floodplains provides an overview of floodplains and their management in temperate regions. It synthesizes decades of research on floodplain ecosystems, explaining hydrologic, geomorphic, and ecological processes and how under appropriate management these processes can provide benefits to society ranging from healthy fish populations to flood-risk reduction. Drawing on the framework of reconciliation ecology, the authors explore how new concepts for floodplain ecosystem restoration and management can increase these benefits. Additionally, they use case studies from California’s Central Valley and other temperate regions to show how innovative management approaches are reshaping rivers and floodplains around the world.
