Book excerpt: Excerpt from The Electron Factor in Catalysis on Metals: Proceedings of a Workshop Held at the National Bureau of Standards, Gaithersburg, Maryland, December 8-9, 1975 We are pleased to be joining the National Science Foundation and the Energy Research and Development Administration in the Sponsorship of this workshop. As the Acting Director of the National Bureau of Standards, it is my pleasant duty to officially welcome you this morning. As some of you may know, this workshop is being held on the eve of the Bureau's 75th anniversary. The National Bureau of Standards was founded by Congressional legislation in 190l. Although that original legislation has been amended several times, three themes have persisted that reflect the scope of nbs activities. First, it is our responsibility to provide the. Nation's standards of measurement, second, we determine physical constants and properties of materials, and finally, we provide other agency support. Approximately employees work at our site here in Gaithersburg, our site in Boulder, Colorado and our radio stations in Fort Collins, Colorado and the_ Hawaiian Islands. Our activities range from maintaining the nation's primary frequency standard and determining precise atomic constants and data, to carrying out fire research and investigating some aspects of the process of catalysis. That is to say from making precise measurements on very well defined systems to attempting to unravel processes that are inherently very complex. The winter school held at "I 'Ecole de in March 1996, 13 years after the first one, accounts Physique des Houches" for an evolution of the field in several directions. First, the emulation between theoretical chemistry and solid state physics has emerged on heuristic concepts, leading not only to explanations of the observed phenomena but, for the first time, to predictions of the reactivity of catalytic systems and of the reaction pathways. The second domain which during these years has become of primary importance is the abatement of the pollution. It concerns not only the conversion of polluting effluents but more and more major modifications of the processes to avoid the production of undesired products. Two striking examples are the necessary catalytic conversion of the 100 000 cubic meter of hydrogen that would be produced in a major incident of a nuclear power plant and the replacement of the CFC. The valorization of agricultural supplies can already be considered as one of the major achievement of catalysis. Indeed, the carbon of biosustainable raw materials represents more than 2 orders of magnitude the amount extracted from fossil fuels each year. Moreover, the molecules are already highly functionalised in contrast with hydrocarbons which require costly steps to be converted to the same products. They are now of current use in the elaboration of cosmetics, vitamins, polymers, etc.

The main factors involved in making tailored metal catalysts are not those of traditional impregnation in which the chemistry is in general unknown and ill-defined, or of simple ion exchange which involves long-range forces with little control on the local structure through definite and special bond direction. Tailored Metal Catalysts thus has a rather different emphasis from normal review publications in the field of catalysis. Here we concentrate more on the distinct surface chemistry and catalytic properties of important established materials with well-characterized active structures or precursors, although at the same time providing a systematic presentation of relevant data.
