Book excerpt: Excerpt from Thirty-Third Report of the Railroad Commission of Georgia: For the Year Ended October 15, 1905 Sir: The Railroad Commission, in obedience to the Act creating it, begs leave to submit this its thirty-third annual report: The year just closed has been one of unusual business before the Railroad Commission. The wave of prosperity which has been so general throughout the country for some time has, no doubt, affected no other line of business as it has the avenues of trade and travel. The great progress made in the manufacture of all kinds of goods, the replacement by machinery of hand labor, and the competitive trade conditions, have all brought about a greatly reduced margin of profit in traffic of all kinds, and thus the question of transportation charges has come to be a most important factor in almost every line of business. As the business interests have been thus directed to matters of transportation, so has communication with the Railroad Commission by the shippers and receivers of freight throughout the State been increased. These communications have been many in the nature of complaints, petitions, claims for overcharges and for delays in the transportation and delivery of shipments, and many being requests for information concerning the rules and regulations of the Commission. These matters are too numerous and would require too much space in this report for us to undertake to give any history of them, and we will therefore refer only to one or two of the most important matters which have had the attention of the Commission since its last annual report. The records in the office, however, show in complete detail the direction given all matters which have been before the Board.
