Book excerpt: To facilitate policy making and improve understanding of issues facing the New Zealand forest sector, a spatial equilibrium model was developed for log and lumber trade in the Pacific Rim. Regions included in the model were New Zealand, Chile, Australia, Japan, Eastern Canada, British Columbia: Coast and Interior, and the United States. Eight products were recognized in each market, characterized by their species group. Demand and supply relationships were econometrically estimated over the sample period 1966 to 1983; a reactive programming procedure was adopted to solve for annual market equilibrium prices and quantities. Inventory growth and drain models provided the necessary parameters to specify annual marginal cost functions for Radiata pine log supply from New Zealand and Chile. The validation procedure included simulating over a future period, from 1983 to 2010, under alternate economic and policy environments. Specifically, the model was used to investigate the impacts on Radiata pine markets of increased resource availability in New Zealand and Chile; the effects of a lower New Zealand exchange rate, and the indirect effects from a scenario of low growth in United States lumber consumption. Supply and demand for Radiata pine lumber in New Zealand were both inelastic, in contrast to Japan and Australia, reflecting lower substitution possibilities between timber species. Demand and supply behavior varied greatly between species. Baseline projections to 2010 indicated Radiata pine prices in New Zealand will decline by 23 percent, associated with a build up in inventory above the minimum harvest age. This was attributable to the high afforestation rates in New Zealand and Chile from the 1960's on.

Available in PDF, EPUB and Kindle. Book excerpt: The merits of primary manufacturing policies for timber in Alaska have been debated at length. The objective of primary manufacturing is to require some level of processing to create local employment. Previous studies in Alaska indicate the success of primary manufacturing depends on favorable Pacific Rim market conditions and Alaska's cost competitive position with the Pacific Northwest and British Columbia. Experience has shown that Alaska's higher average production costs have indeed limited the effectiveness of the processing policies. Furthermore, recently expanded log supplies from Alaska Native corporations and British Columbia have reduced log prices and federal stumpage returns. Nonetheless, primary processing in Alaska does provide more year-round employment at the expense of foregone stumpage revenues. This paper illustrates the relative tradeoffs between stumpage values and local employment for several processing policies. Ultimately, the removal of the processing requirements could increase the relative value of the timber from -$137/MBF to $117/MBF. This means federal stumpage returns would increase from $2,16/MBF (base rates) to $98/MBF. However, overall timber related employment would fall 29 percent (-489 jobs). Caution is stressed in using these results since the specific relationships between timber supply and demand are developed from limited information. Thus key assumptions about the timber industry structure, the fate of the two pulp mills and industry output, are based on professional estimates and limited information. The current market situation (1986) is used as the base to compare policy options. The current land base and the management practices for others resources prescribed in the Tongass Land Management Plan are assumed as givens.
