Book excerpt: This review reports on aquaculture development trends and challenges during 2000–2018 in the European Region covering 51 countries including European Union member states. Aquaculture production in the European Region is composed of marine molluscs and diadromous, marine and freshwater fish. It reached 3.4 million tonnes in 2018, while having a value of USD 16.6 billion. Atlantic salmon and rainbow trout combine to give nearly two million tonnes, with molluscs providing 0.7 million tonnes; marine fish species supplied 0.4 million tonnes and freshwater fish 0.3 million tonnes. In Europe, the strongest aquaculture growth has been seen in non-European Union states (e.g. Norway, Turkey, Russian Federation) while several European Union states have diminished production (e.g. France, Netherlands, Italy). The growth in value (5.8 percent) is higher than production (0.9 percent), which is now dominated by salmonids (nearly 60 percent), primarily Atlantic salmon. Mediterranean marine fish farming is mainly for gilthead seabream and European seabass. European cyprinid production in freshwater has increased slightly, where the Russian Federation, Czechia and Poland are the biggest producers. Mussels are the principal shellfish reared, led by Spain, followed by oysters in France and clams in Italy. While publicly quoted companies have led salmon development in Northern Europe, elsewhere aquaculture is done, with few exceptions, by SMEs and micro-enterprises. Mechanisms for financial support exist for aquaculture development throughout Europe but these have notnbeen matched by anticipated results. When unpredictable and time-consuming licensing procedures are combined with extreme competition for space and strict environmental regulations, both growth and investments are discouraged. Technology development focus has been given to structures appropriate for marine off-shore or ‘open ocean’ operation. The use of recirculating aquaculture systems (RAS) for large operations has also developed, both for hatcheries and for farms. Treatment for diseases and parasites remains problematic. Use of the same vaccines, veterinary treatments and disinfectants is not standardised, restricting the best health and welfare practices. Access to appropriate and efficient ingredients for formulated feeds remains a key issue for European fish farming, directly influencing productivity and profitability. The European Union is the world’s largest single market for seafood and the most important destination for European aquaculture production. With preferences declared for wild products vs. farmed, the habits of the European consumer have been studied, indicating evolving influences on purchase decisions. These include the use of additives, food miles, climate change, acceptance of manufacturing practices, cost and access as well as health benefits.

Book excerpt: The analysis made of the effectiveness of national fishery and aquaculture policies and strategies in ECOWAS Member States and Mauritania has shown overall that their implementation faces with problems related to the low level of domestic funding allocated. This is compounded by their heavy dependence on external financing through TFP programmes and projects in which the objectives are not always aligned with those of national policies. Thus, the attractiveness of the sector will have to be improved by establishing a much more favourable environment for private sector investment in fisheries and aquaculture, given the substantial investment gaps highlighted by the financial analysis of the various national fishery and aquaculture investment plans. The sector’s share in the State budget is also expected to increase, as it does not reflect the importance accorded to the sector in national development policy and strategic planning documents. This meagre budgetary appropriation is one of the main factors making policies in West Africa less effective. Moreover, despite the efforts of Member States, the fisheries and aquaculture sector still faces challenges such as weak participatory governance, low human and technical capacity, persistent IUU fishing, low levels of aquaculture production, high post-harvest losses, etc., which detract from the sector’s contribution to the FNS among the different populations, especially in marine and river coastal communities.

However, these remained outside the spotlight of the international community until the turn of this century when the negative effects that fisheries subsidies have on international trade, the environment and sustainable development became increasingly clear. As a result the Doha Round Negotiations set the parameters for an effective fisheries subsidies regime. WTO Members thus embarked in intensive negotiations with the collaboration of various international organizations. These negotiations culminated with publication of the legal text of the Chairman of the Negotiating Group on Rules in 2007 which reflects to a large extent the mandates of the Ministerial Conferences and reconciles the diverse interests of the negotiators. The EU as a major WTO Member and with its own Common Fisheries Policy which has been in effect for a number of years can serve as the basis for comparison and improvement of the proposed regulations.

Book excerpt: This techno-economic performance review of selected fishing fleets in Europe presents the findings of European country level studies of fishing fleets of Denmark, France, Germany, Italy, Norway, Spain, Turkey and the United Kingdom of Great Britain and Northern Ireland. The review includes financial and economic information of 42 fishing fleet segments, including demersal trawlers, purse seiners, pelagic trawlers, long-liners, coastal fishing vessels using passive gears, pots and traps fishing vessels and small-scale hand-liners. Analysis of the costs and earnings data of 42 of the main fishing fleet segments in Europe in 2016 showed that all types of vessels had a positive gross cash flow. The average net profit margin of the 41 fishing fleet segments analysed was very good with 20 percent. Eighty-five percent of the fleet segments presented positive return on fixed tangible assets (ROFTAs) of 10 percent and higher. However, 38 percent of the fleet segments demonstrated return on investment (ROI) percentages lower than 10 percent. Comparing the 2016 financial and economic performance results with those of some of the same fleet segments included in the 2002-03 review study, it is clear that general fishing fleet performance in Europe improved. All eight countries together saw a decrease in the number of fishing vessels between 2008 and 2016 of 10 percent, from nearly 60 000 to less than 54 000 vessels. Each of the countries also saw a reduction in total fleet capacity in gross tonnage (GT) and kilowatts (kW). The vessel age structure showed an increasing trend for most of the fishing fleet segments.

After some years of ‘soft budgetary carefreeness’, the European Budgetary Treaty boosted the movement of budgetary convergence in the EU. The ‘Six Pack’ and the ‘Two Pack’ consolidated the effectiveness of a new European budgetary order founded by the Maastricht Treaty and the Stability and Growth Pact. Even if mechanisms adopted by the Member States are formally different in law, conditions of European budgetary orthodoxy have been definitively hardened. This new rigor has a great impact on all the public administrations, as defined by the European Accounts System and Eurostat. The EU is a key-player of the budgetary game. This great power makes the EU accountable to the general economic situation within Europe and amongst all Member States. Budgetary regulation must be conciliated with preservation of some investment means to develop potential growth on the continent. ‘Giant in law’, the EU has to be responsible from an economic point of view. The problem is that, from a budgetary standpoint, the EU remains a ‘dwarf’. The European general budget is about 1% of the EU gross national income. The budgetary power of the EU is less than one twentieth of the USA federal financial power. Balance between ‘budgetary dwarf ’ and ‘giant in law’ is characteristic of ‘adolescence’ of the EU finances. Natural consequence of this situation, the EU capacities for redistributing and stabilization are still relatively limited. To overtake this powerlessness, the EU has used no budgetary tools by appealing to the European Investment Bank and the European Investment Fund. However, the ability of the EU to support public investment is not sufficient today to promote an authentic economic relaunching policy and to support the global competition, especially with the USA and China. With a ‘powerful brake’ and a ‘poor accelerator’, the risk is the European public investments continue to stand by. This is the investment paradox of the European budgetary order. Will the next negotiation on the multiyear financial framework post 2020 be able to change the point ? It is not sure, especially in the Brexit context. Negotiating an European financial agenda is always long and difficult. But, the exit of the United Kingdom could makes the game more disputed than ever. A thing is clear : beyond the technical and financial sizes of the new roadmap proposals established by the Commission, the democratic control of the European Parliament is still limited. The EU budgetary framework and timetable are too inert, not enough reactive, far from European citizens actually. In the historical moments we live, it is certainly a strategic mistake to not involve much more citizens and their representatives in the crucial negotiation on the long-term finances of the EU. This is the technocratic risk of the new European budgetary order.
