Available in PDF, EPUB and Kindle. Book excerpt: In January 2016, the IASB issued a new standard for lease accounting (IFRS 16). IFRS 16 will lead to the capitalisation of the majority of current operating leases by lessees. We analyse the impact of the new accounting model on entity's key financial, contributing to research by making significant changes in the Imhoff et al. (1991, 1997) methodology used by previous authors. We change how the lease term is estimated (more aligned with the final approved standard), and how the discount rate is obtained. Furthermore, we use a more comprehensive sample (646 quoted European companies). In line with previous research we find important systematic impacts on key balance sheet financial ratios (mainly leverage ratios), on a magnitude that depends on the operating lease intensity of the sector in which the entity operates. Our estimated impact is generally higher than that obtained in previous studies. The most affected sectors are retail, hotels and transportation. We do not find a consistent result with regard to the effect on profitability ratios.

Book excerpt: The new International Financial Reporting Standard (IFRS) 16 issued by the International Accounting Standards Board will significantly change accounting for leases. The most important issue is that operating leases beyond one year will be capitalized, which means Off-The-Balance Sheet (OBS) financing via operating lease is effectively eliminated. “IFRS 16: Leases” will fundamentally change the way that leases are accounted for and reported in financial statements. This paper tries to illustrate the impact of IFRS 16 on financial statements and financial ratios. The study is an ex ante research, simulating a predicted outcome of the new lease standard, which will be in effect after 1 January 2019. For this purpose, this research is applied to the Turkish retailing companies whose shares are publicly traded in the Istanbul Stock Exchange. The study uses the constructive capitalization method for these companies. The results indicate that new standard will have a statistically significant effect on some of the financial ratios tested (debt/asset, debt/equity, return on assets (ROA) and return on equity (ROE)) for 2010-2013.

Available in PDF, EPUB and Kindle. Book excerpt: With the beginning of January 2019, the new international financial reporting standard IFRS 16 became operative. It replaces the preceding IAS 17 and comes along with far reaching changes for the lessee and the lessor. This thesis will review existing literature on the development of accounting lease standards to understand the need for change. Funded back in 1994 IAS was majorly characterized by its ”all-or-nothing” approach that implemented the categorization of leases into finance- and operating leases. Whilst a finance lease recognized assets and liabilities on the balance sheet, an operating lease did not. IFRS 16 changed this with the establishment of the “right-of-use-approach”. Staring in 2019 it will be relevant for most previous operating leases in the balance sheet. The second part will explain based on existing literature (e.g. Moralez-Diaz and Zamora-Ramírez, 2018; Löbach 2015) which impacts this development will have on the accounting principles, financial statements as well as on strategic- and operational orientation of a company. To expand the perspective on this topic the underlying impacts are empirically analyzed with the conductance of four expert interviews. These involved three industrial cornerstones that are affected by the implementation of the new standard: Lessees, Lessors and Auditors. An Aviation Company, an Insurance Company as well as two Auditing firms gave their personal insights towards possible financial impacts of IFRS 16. Concisely, the new accounting standard will increase balance sheet ratios, because of the “right-of-use” asset and its corresponding liability. The EBIT and EBITDA ratios increase on the income statement. At the same time the frontloading effect creates a non-linear relation of total lease expense over the periods. As to the currently persistent low level of interest rates, this effect will be reduced. Lastly, the cash flow statement is affected as well. IFRS 16 causes a reduction of cash for operating activities whereas cash outflow used for financing activities increases. Generally, this thesis shows that the IFRS 16 standard will have impacts on companies ́ finance ratios and also on management in general. As to the complex requirements that accounting faces since January, today ́s managers will need to achieve a better organizational- and IT structure to handle these impacts.

With this statement David Tweedie (former Chairman of the IASB) shaped the discussions in 2008 about the need for new regulations regarding the leasing accounting. The option of IAS 17 to classify leases according to operating leases and thus achieve an “off-balance sheet” accounting results in a distortion of the balance sheets and the asset, financial and earnings position. The abolition of the “off-balance sheet” representation could largely be achieved by reforming the regulations regarding the leasing agreement and the associated “right-of-use” approach. (Gruber/Hartmann-Wendel (2016): 441.) Due to the accounting options in IFRS 16 for short-term and low-value leases however, off-balance accounting is still possible. (Eckl et al. (2016b): 727.) IFRS 16 also offers discretion that companies can use for accounting purposes. In addition to the abovementioned options for off-balance presentation, the existing scope for identifying leases is a major criticism of IFRS 16. The delimitation between off-balance sheet service contracts and off-balance sheet leasing contracts can be influenced, for example, by deliberate drafting of contracts. (Toferer (2018): 33.).

Book excerpt: Value Added Tax (VAT; also known as Goods and Services Tax, under the acronym GST in a number of OECD countries) has become a major source of revenue for governments around the world. Some 165 countries operated a VAT at the time of the completion of the International VAT/GST Guidelines in 2016, more than twice as many as 25 years before. As VAT continued to spread across the world, international trade in goods and services has also expanded rapidly in an increasingly globalised economy. One consequence of these developments has been the greater interaction between VAT systems, along with growing risks of double taxation and unintended non-taxation in the absence of international VAT co-ordination. The International VAT/GST Guidelines now present a set of internationally agreed standards and recommended approaches to address the issues that arise from the uncoordinated application of national VAT systems in the context of international trade. They focus in particular on trade in services and intangibles, which poses increasingly important challenges for the design and operation of VAT systems worldwide. They notably include the recommended principles and mechanisms to address the challenges for the collection of VAT on cross-border sales of digital products that had been identified in the context of the OECD/G20 Project on Base and Erosion and Profit Shifting (the BEPS Project). These Guidelines were adopted as a Recommendation by the Council of the OECD in September 2016.
