Book excerpt: This paper examines how industries' share of employment in local labor markets affects displaced workers' re-employment, industry switching and earnings losses. A key result is that workers displaced from industries with low employment shares are more likely to switch industries after displacement. Earnings loss estimates indicate that for most workers, displacement from an industry that employs a smaller share of the local labor force is associated with larger earnings losses.

Book excerpt: A study examined the labor market mobility of displaced workers, using a new data file that matches the January 1984, 1986, and 1988 Displaced Worker Surveys (DWS) to the March Current Population Surveys in the same years. This large database provides information on displaced workers and their families and permits comparison of the geographic migration rates of displaced and nondisplaced workers. Findings were reported in terms of industrial, occupational, and geographic mobility. Major findings included the following: (1) about one-half of displaced workers change industry and occupation following displacement, with most workers who change changing both; (2) reemployment earnings as a percent of predisplacement earnings are substantially lower for workers reemployed in new industries or occupations; (3) skilled craft workers and semiskilled operators have a stronger attachment to industry and occupation than do less skilled laborers; (4) increased job tenure and higher wages on the prior job discourage mobility; (5) male displaced workers have significantly higher rates of geographic mobility than do similar nondisplaced workers; (6) family variables, such as whether a male worker's wife was also displaced, play an important role in family migration decisions; and (7) although the reemployment rate for some displaced workers who move tends to be higher in the short run than for those who do not, there are no significant long-term differences in reemployment rate. Available in PDF, EPUB and Kindle. Book excerpt: Workers who are displaced when a plant closes, or when there is a permanent layoff resulting from reduced demand, usually suffer losses in earnings. These losses are due to unemployment and to wage reductions which reflect more permanent impairment of earnings capacity. It is important to know the long terms effects of job displacement. Many prospective changes in government policy can result in reductions in demand for specific products and lead to some job displacement. This paper reviews seventeen recent studies of the effects of job loss on earnings. They range from case studies of specific plant closures to more broadly based studies of the effects of job loss, in which control groups are used to estimate losses in earnings over a number of years after layoff. Methods of analysis range from simple tabulations to estimation of income determination models based on human capital theory. The losses documented in these studies can be taken to illustrate the magnitude of losses that would result from displacements due to increased import penetration. Some of the studies deal with job losses specifically due to increased import competition, but all are concerned with job losses following declines in demand for domestic production. Whatever the cause of a fall in demand for the products of an industry, increased import penetration, changes in tastes, etc., the skills of workers that are specifically adapted to either the industry or to particular firms within that industry become less valuable.
