Book excerpt: Excerpt from The Edinburgh Review, or Critical Journal, Vol. 51: For April July, 1830 In these circumstances - beingcivilians ourselves - and Scotch men - being also somewhat disposed, from consistency, to main tain our original Opinion, and called on, as lovers of fair play, to take the part which seems least provided with defenders - but above all, being firmly convinced that it is the just and the right part, and that it can be triumphantly and unanswerably proved to be so, with no great trouble, - we have felt ourselves called on to buckle on our armour once more in this cause, and now proceed fearlessly to the field, to make it good against all opponents. The proofs which we are prepared to produce, might, no doubt, have been more numerous, if this attempt to unsettle public opinion had been made at an earlier period, when witnesses were alive, and documents accessible that have since disap peared. But we are in no fear of the result, even as the case stands; and unprovided as we were, comparatively, for this nu expected granting of a new trial, we have yet been enabled to collect such evidence as we feel confident will ensure us an una nimous verdict from the country, on which we now put our selves. The most natural course, we think, for us to follow, is first of all to make out our own case, without any reference to that of our opponents - to lay first before our readers, in one plain and unbroken series, the grounds upon which Mr Clerk's claim to the merit of this discovery seems to us to be incontest abl y established, and then to consider the pretensions which have been respectively advanced by his competitors. Before doing this, however, it may be proper to dispose of a preliminary matter, which has been revived, we think somewhat unnecessarily, in the recent discussions, and seems to admit of a very summary adjustment. Book excerpt: Excerpt from The Edinburgh Review, or Critical Journal, Vol. 91: For October, 1849;;; April, 1850; To Be Continued Quarterly There are still persons who deny that we suffer from a redundant population: but a larger number are contented to affirm that its removal would prove too arduous and costly an enterprise. The former class are the loudest in their opposition to colonization, the latter are the more efficient. It is well known, however, that mere difficulties of detail often retard the introduction of measures of obvious necessity. This has been the case with the question of Sanitary Reform, and with the yet more momentous question of Education: but such difficulties diminish as they are looked in the face, and vanish when closely confronted; so that, when the great measure, which has a hundred times been pronounced to be alike desirable and impracticable, is at last carried, men ask, as in the story of Columbus's egg, where the difficulty lay? Achievements in the political, like discoveries in the. scientific world, are for the most part heralded by precursive signs; and we have already had on the subject of Colonization those dawnlights which prognosticate the day. Nor can we at all wonder at the growing interest with which this topic is regarded. The kindred subject of Pauperism has for a long series of years engrossed a large share of public attention: but, frequently as it has been the theme of the philosopher and the economist, no efficient remedy has as yet been devised. We can travel at the rate of fifty miles an hour, and send intelligence a thousand miles in a minute; we have not been able, however, to outstrip pauperism. Wealth has accumulated: social improvements have been carried out; and political changes have taken place, only less than revolution; but our national Genius yet stands rebuked before the one gaunt phantom which meets it on every path of triumph. A few years ago pauperism threatened to swallow up all property: the Poor-law was amended, and the disease in some measure checked; but pauperism has again for several years been on the increase. In Ireland distress has passed into famine, occasioned by the loss of the potato; and all that has been done for that country has failed to avert an unprecedented mortality, an enormous destruction of property, and (the consequence of such calamities) a deep-seated and wide-spread discontent. The potato was the staple of Irish agriculture, as cotton is that of the manufactures of Lancashire. What would be the consequence, if a less analogous to that which Ireland has sustained were to deprive England of her chief manufacturing material? The enormous addition which has been made to the ordinary expenditure of the country in recent years, the huge cost of the war in South Africa, and the consequent growth of taxation, must direct the attention of men of all parties to the requirements of the great spending departments and the inequalities or inadequacy of our financial system. But Imperial finance has during the last dozen j-ears been so closely bound up with local taxation that the Legislature, in addressing itself to one subject, will find itself compelled to deal with the other. If there were no complaints of injustice from the ratepayers of the country, the necessity of revising our system of Imperial taxation would force every financial authority to consider the concurrent difficulties of local finance. But there is a still better reason for thinking that local taxation must fill a large place in the political programme of the immediate future. Its rapid growth, the manner in which it is levied, the crushing severity with which it falls in many places on the real property on which it is a charge, combine to draw attention to the burden which it imposes. The taxpayer is hardly conscious of many of the imposts which he bears. Few men associate the cost of the cup, which they love, or of the weed, which they love more, with the requirements of internal administration or external politics.
