In Uneven Centuries, Şevket Pamuk examines the economic growth and human development of Turkey over the past two hundred years. Taking a comparative global perspective, Pamuk investigates Turkey’s economic history through four periods: the open economy during the nineteenth-century Ottoman era, the transition from empire to nation-state that spanned the two world wars and the Great Depression, the continued protectionism and import-substituting industrialization after World War II, and the neoliberal policies and the opening of the economy after 1980. Making use of indices of GDP per capita, trade, wages, health, and education, Pamuk argues that Turkey’s long-term economic trends cannot be explained only by immediate causes such as economic policies, rates of investment, productivity growth, and structural change. Uneven Centuries offers a deeper analysis of the essential forces underlying Turkey’s development—its institutions and their evolution—to make better sense of the country’s unique history and to provide important insights into the patterns of growth in developing countries during the past two centuries.

Turkey has successfully implemented a policy of export led industrialisation whilst Egypt’s manufacturing industry and exports have stagnated. In this book, Amr Adly uses extensive primary research to present detailed comparisons of Turkey’s and Egypt’s state administrative and private sector capacities and links between the two. The conclusion the author draws is that the external contexts for both were so alike that this cannot account for their diverging paths. Instead, the author suggests a counterintuitive yet compelling explanation; that a democratic polity is far more likely than an authoritarian one to engender a successful developmental state. One of the most enduring answers to this question is to promote exports -either because doing so directly influences development via encouraging production of goods for export, or because export promotion permits accumulation of foreign exchange which permits importation of high-quality goods and services, which can in turn be used to expand the nation's production possibilities. In either case, growth is said to be export-led; the latter case is the so-called "two-gap" hypothesis (McKinnon, 1964; Findlay, 1973). The early work on export-led growth consisted of static cross-country com parisons (Michaely, 1977; Balassa, 1978; Tyler, 1981; Kormendi and Meguire, 1985). These studies generally concluded that there is strong evidence in favour of export-led growth because export growth and income growth are highly correlated. However, Kravis pointed out in 1970 that the question is an essen tially dynamic one: as he put it, are exports the handmaiden or the engine of growth? To make this determination one needs to look at time series to see whether or not exports are driving income. This approach has been taken in a number of papers (Jung and Marshall, 1985; Chow, 1987; Serletis, 1992; Kunst and Marin, 1989; Marin, 1992; Afxentiou and Serletis, 1991), designed to assess whether or not individual countries exhibit statistically significant evidence of export-led growth using Granger causality tests.

Although eighteen years have passed since the introduction of the first legislation as a basis for a more liberalised Turkish natural gas market, the completion of the reform process still suffers from a lack of enforcement. The book offers recommendations to address this, the main one being that policy makers should give due consideration to the consolidation of EMRA’s independent role with appropriate safeguards laid out to prevent attempts of regulatory misuse. The book concludes by suggesting that there is a compelling need to move forward with a consolidated reform sooner rather than later if Turkey genuinely wishes to take a leadership position in the race to become an efficient gas hub and be part of Europe’s single energy market.

Nilgün Önder investigates the economic transformation of Turkey after this coup, examining both the policies enacted under the military regime and those during the subsequent period of civilian government. Önder argues the key aspect of economic policy was that of neoliberal restructuring, and integral to this was the exclusion of organised labour from the political process. In doing so, she highlights the irony of the era: that at an official level, there was an emphasis upon neoliberal economic values, such as limited state involvement. And yet at the same time, policies were enacted which were aimed at a more interventionist position when it came to industrial relations. It was through new legislation and bureaucratisation of the industrial relations system that the state transformed the Turkish economy, attempting to open it up to foreign investment and trade: in effect creating the foundations of Turkey's current economic success. The Economic Transformation of Turkey examines the relations between state and labour during this period by concentrating on the form of state and political regime.
