Building on behavioral science and economics, this book begins with the idea that humans are more predictable than we like to believe, and this ability to model human behavior applies equally well to leaders of violent and coercive organizations as it does to everyday people. Humans ultimately seek survival for themselves and their communities in a world of competition. While the dynamics of 'us vs. them' are divisive, they also help us to survive. Access to increasingly larger markets, facilitated through digital communications and social media, creates more transnational opportunities for deception, coercion, and violence. If the economist's perspective helps to explain violence, then it must also facilitate insights into promoting peace and security. If we can approach violence as behavioral scientists, then we can also better structure our institutions to create policies that make the world a more secure place, for us and for future generations.

Book excerpt: Recent human rights campaigns against sex trafficking have focused on individual victims, treating trafficking as a criminal aberration in an otherwise just economic order. In Economies of Violence Jennifer Suchland directly critiques these explanations and approaches, as they obscure the reality that trafficking is symptomatic of complex economic and social dynamics and the economies of violence that sustain them. Examining United Nations proceedings on women's rights issues, government and NGO anti-trafficking policies, and campaigns by feminist activists, Suchland contends that trafficking must be understood not solely as a criminal, gendered, and sexualized phenomenon, but as operating within global systems of precarious labor, neoliberalism, and the transition from socialist to capitalist economies in the former Soviet Union and Eastern Bloc. In shifting the focus away from individual victims, and by underscoring trafficking's economic and social causes, Suchland provides a foundation for building more robust methods for combatting human trafficking.

Here, economists Philip Cook and Jens Ludwig widen the lens, developing a framework to calculate the full costs borne by Americans in a society where both gun violence and its ever-present threat mandate responses that touch every aspect of our lives. All of us, no matter where we reside or how we live, share the costs of gun violence. Whether waiting in line to pass through airport security or paying taxes for the protection of public officials; whether buying a transparent book bag for our children to meet their school's post-Columbine regulations or subsidizing an urban trauma center, the steps we take are many and the expenditures enormous. Cook and Ludwig reveal that investments in prevention, avoidance, and harm reduction, both public and private, constitute a far greater share of the gun-violence burden than previously recognized. They also employ extensive survey data to measure the subjective costs of living in a society where there is risk of being shot or losing a loved one or neighbor to gunfire. At the same time, they demonstrate that the problem of gun violence is not intractable. Their review of the available evidence suggests that there are both additional gun regulations and targeted law enforcement measures that will help. This urgently needed book documents for the first time how gun violence diminishes the quality of life for everyone in America. Because economic violence often leads to conflict, is perpetrated during conflict, and continues afterwards as a legacy of conflict, a greater focus on economic and social rights issues in the transitional justice context is critical. One might add that insofar as transitional justice is increasingly seen as an instrument of peacebuilding rather than a simple political transition, focus on economic violence as the crucial “root cause” is key to preventing re-lapse into conflict. Recent increasing attention to economic issues by academics and truth commissions suggest this may be slowly changing, and that economic and social rights may represent the “next frontier” of transitional justice concerns. There remain difficult questions that have yet to be worked out at the level of theory, policy, and practice. Further scholarship in this regard is both timely, and necessary. This volume therefore presents an opportunity to fill an important gap. The project will bring together new papers by recognized and emerging scholars and policy experts in the field.
