Book excerpt: This thesis identifies the quantitative and qualitative indicators that could be used to comprehensively measure the economic impacts of any local historic district designation. This thesis then focuses on two qualitative indicators that have not been adequately studied, community cohesion and the attraction of residents and businesses, and develops data sources and metrics to measure these indicators in order to contribute to a more comprehensive toolbox of evaluation. Ultimately, these tools will help shape preservation planning policies; specifically, what factors need to be taken into consideration when designating a local historic district and how to evaluate the economic impacts of local historic district designations over time. The findings in this thesis will assist planners and preservation advocates in discussions with opposition groups, establishing a frame for debates that encompasses all of the values of local historic district designations, including social indicators, in contrast to a pure economic model which has been predominately used in past discussions, and does not fully capture all of the social benefits of local designations.

Local designation of historic districts is increasingly used as a tool to revitalize deteriorated neighborhoods and to protect endangered historical districts. A number of limitations in several previous studies have made policy development as well as a complete assessment of the impact of designation difficult. Some past studies focused only on historic neighborhoods in one city or one state; other studies have tested the impact of historic designation in general without distinguishing between local, state, or federal designation. Lastly, several earlier studies have also relied on comparing changes in property values in historic areas with those non-historic areas but with too few control variables to isolate the effects of historic area designation. This dissertation expands upon previous work by examining the effects of local historic designation on residential property values across six central cities in five states in the United States while controlling for numerous other variables that could impact the property values. The study employs hedonic regression models and difference on difference (case-control) descriptive statistical models to estimate the impact of local government designation of an area as a historical district on the prices of residential property. This is accomplished by the pairing of each historic district with a similar community that was not designated as historic. The research was performed in three fast-growth and three slow-growth central cities. The results indicate that local historic designation is associated with higher property values in the six central cities. In addition, the positive appreciation effects of local historic designation in slow-growth central cities were higher than in fast-growth central cities by 7.7 percent suggesting that historic designation has a role to play in urban revitalization for areas striving to improve property values despite slow population growth.

Book excerpt: The purpose of this thesis project is to explore the meaning and consequences of two historic preservation policies in Covington, Kentucky. Covington, similar to thousands of other cities and towns in America, contains both national and local historic districts. While both types of districts grant certain advantages, their main difference lies in the power of local government to exhibit design control by use of zoning ordinances in local districts. While several studies have shown that local design control produces higher property values; resident dissatisfaction, and even contempt, is common. Past studies have not weighed this type of feedback into evaluating preservation programs, nor have they looked at other diverse methods of measurement. This thesis project works to analyze the economic, social, and physical aspects of both policies, and comes to the conclusion that perhaps national historic districts alone are adequate in creating positive change in a community.

Book excerpt: Since Brooklyn Heights was designated as New York City's first landmarked neighborhood in 1965, the Landmarks Preservation Commission has designated 120 historic neighborhoods in the city. This paper develops a theory of heterogeneous impacts across neighborhoods and exploits variation in the timing of historic district designations in New York City to identify the effects of preservation policies on residential property markets. We combine an extensive dataset of residential transactions during the 35-year period between 1974 and 2009 with data from the Landmarks Preservation Commission on the location of the city's historic districts and the timing of the designations. Designation raises property values within historic districts, but only outside of Manhattan. In areas where the value of the option to build unrestricted is higher, designation has a less positive effect on property values within the district. Consistent with theory, properties just outside the boundaries of districts increase in value after designation. There is also a modest reduction in new construction in districts after designation.

Book excerpt: The analysis in this article examines the impacts of one of the more prominent economic development tools, tax increment financing (TIF) districts, on the local commercial real estate market. The study area is the city of Chicago, a community with a long history of reliance on TIF districts as a means to foster local development initiatives. A treatment effects model is used to address the selection bias often attributed to studies of public policy impacts on real estate markets. The results indicate that commercial properties located within designated TIF districts exhibit higher rates of appreciation after the area is designated a qualifying TIF district.

Book excerpt: Historic Districts, whether they are designated by the Federal, State, or local government, can be great economic tools to help foster financial investment in an area. However, the strict regulations that come with a designation may make developers wary of investing in the community. Similarly, in some instances, there can be a high level of population turnover if the residents living in the area before the creation of the district cannot afford to preserve their property to the expected standards. Design overlays, an alternative, can be used to preserve a neighborhood's cohesiveness without the sometimes-strict regulations associated with historic districts. This report conducted a longitudinal case study analysis on the Delano Neighborhood in Wichita, Kansas, to research the impact of the design overlay placed on most of the district. Delano has seen a revitalization in the last 20 years with the addition of new apartments, the Advanced Learning Library, Riverfront Stadium, and other construction throughout the district. This study examined the demographic change for residents of Delano and property value change after the overlay was placed. Additional information was collected by speaking with a representative from the city of Wichita. The research then compared Delano to other regional overlays to understand where Delano was in the process of goal completion. Analysis of the data collected shows an initial increase in property values higher than that of the rest of the urban core in Wichita while maintaining a lower-income population. Despite the rise in property value, there was a high turnover in homeownership in the area, leading to the question of who reaped the benefits of the appraised property value increase. This longitudinal case study aimed to examine overlay districts as an alternative to regulated historic districts.
