Book excerpt: Located in a narrow grassland corridor between the semi-desert and a mountain range in Northwest China, the research area Urumqi Region is despite its semi-arid climate in a relatively favourable hydrological situation. The nearby mountains provide water for settlements and agriculture, making human development possible in the first place. Due to the development of agriculture, population and economy during the last sixty years and the increasing water consumption, a demand- and population-driven water scarcity exists today and is expected to aggravate. At the same time, the effects of climate change and land use transformations on the hydrological system and the water availability are uncertain. This study evaluates the recent and future situation by combining a hydrological water balance model for the simulation of the water supply based on scenarios of climate and land use change with a socio-economic model for projecting the future water demand including predicted growth of population and economy.

More frequent and severe extreme weather conditions now exacerbate water shortages in many locations and existing infrastructure to store and release water rarely has the capacity to both prevent floods during wet periods and meet demand during drought periods. Competition among sectors adds pressure not only on water infrastructure, but also on management policies and allocation institutions. This book of contributed chapters assesses the performance of existing infrastructure, institutions and policies under different climate variability scenarios. It also provides suggestions for minimizing conflict over scarce water resources. More flexible water-allocation institutions and management policies, and better tools for decision-making under uncertainty will be required to maximize society’s net benefit from less reliable water resources. The chapters show how incentives for individuals to conserve water, and policies for helping vulnerable populations prepare for and recover from extreme events, will also need to be improved. This book was originally published as a special issue of the Journal of Natural Resources Policy Research.

Book excerpt: A national-scale simulation-optimization model was created to generate estimates of economic impacts associated with changes in water supply and demand as influenced by climate change. Water balances were modeled for the 99 assessment sub-regions, and are presented for 18 water resource regions in the United States. Benefit functions are developed for irrigated agriculture, municipal and domestic water use, commercial and industrial water use, and hydroelectric power generation. Environmental flows below minimal levels required for environmental needs are assessed a penalty. As a demonstration of concept for the model, future climate is projected using a climate model ensemble for two greenhouse gas (GHG) emissions scenarios: a business-as-usual (BAU) scenario in which no new GHG controls are implemented, and an exemplary mitigation policy (POL) scenario in which future GHG emissions are mitigated. Damages are projected to grow less during the 21st century under the POL scenario than the BAU scenario. The largest impacts from climate change are projected to be on non-consumptive uses (e.g., environmental flows and hydropower) and relatively lower-valued consumptive uses (e.g., agriculture), as water is reallocated during reduced water availability conditions to supply domestic, commercial, and industrial uses with higher marginal values. Lower GHG concentrations associated with a mitigation policy will result in a smaller rise in temperature and thus less extensive damage to some water resource uses. However, hydropower, environmental flow penalty, and agriculture were shown to be sensitive to the change in runoff as well.

Book excerpt: With the rapid increase of world population, the global water shortage is set to be the major crises of the twenty-first century; that is, population dynamics (growth, age distribution, urbanization and migration) create pressures on freshwater resources due to the increased water demands and pollution. Moreover, water resources management faces a new uncertainty- i.e. the potential for longer-term and more persistent climate change nowadays, which, in coming years, may significantly affect the availability of supply and patterns of water demand. This book mainly focuses on the impact of climate change and human activities on water quality and water resources in Asia Countries. It begins by describing the characteristics of water related disasters in the world. Then, the book analyzes the changes of floods and associated socio-economic damages for whole China over the last century, and assesses water quality and pollution source for the Yangtze River Basin, suggesting water-related disasters would become more intense, longer lasting, and/or more frequent in a future warmer climate. Then, after investigating spatiotemporal trends and causes of water quality and water quality incidents (Chapter 4) and precipitation extreme events (Chapter 5) in Japan, subsequent two chapters mainly evaluate the climate and human impacts on precipitation variations, water quality and water resources in the Hokkaido area. The final chapter comprehensively analyzes climate change impacts on water resources in the Aral Sea Basin, and then estimate the water requirements and water deficits for irrigation, future agricultural yields of seven major crops, and land and water productivity in four provinces of Turkmenistan considering climate change, population growth, and three socio-economic development scenarios. All results obtained from this book may provide a means to reduce water quality incidents and mitigate future negative impacts by adapting water management. Furthermore, the improved methods for water quality modeling in data scarce regions are transferable to other study areas and applicable in future research.

Though the MENA Region is not a main contributor to climate change, it is predicted that several vital sectors will be negatively impacted, which is a threat to the sustainability of its socio-economic development. Water availability in the MENA Region is expected to be negatively impacted by climate change due to the predicted reduction of rainfall and increased evaporation. In addition, domestic and agricultural demands for freshwater will dramatically increase due to the expected temperature rise, which will enlarge the already existing gap between supply and demand in several MENA countries. It is important to note that the negative impacts on water resources will directly translate to other sectors due to their strong connectivity with the water sector. These sectors are food security, health, ecology, environment, economy and social. Predicted sea level rise due to melting of the poles is expected to result in land use change, which will in turn have severe social and economic consequences. Proper mitigation and adaptation options that take into consideration the multi-dimensional nature of the climate change impacts are imperative to conserve these sectors and to sustain the socio-economic development of the MENA Region. The objective of this book is to provide readers with state-of-the-art knowledge of diverse experiences related to the possible climate change impacts, mitigation and adaptation options in the MENA Region, and to identify and to deliberate upon the research needs and concepts against the background of increasing threats to ecosystems, economy and human health.

Pursuing business as usual will lead many countries down a 'parched path' where droughts shape destinies. Avoiding this misery in slow motion will call for fundamental changes to water policy around the globe. Building resilience to rainfall variability will require using different policy instruments to address the multifaceted nature of water. A key message of this report is that water has multiple economic attributes, each of which entail distinct policy responses. If water is not managed more prudently--from source, to tap, and back to source--the crises observed today will become the catastrophes of tomorrow.
