Thatcherism, one expression of this new politics, acquired its distinctive characteristics through the exceptional and deep-seated crisis of state authority that developed in Britain in the mid-1970s. By 1987, the Conservatives under Thatcher's leadership had won their third successive election victory over a divided opposition and enjoyed a degree of political and ideological dominance that led many commentators to speak of the end of the socialist era and the emergence of a new consensus in Britain. A new word--Thatcherism--had entered the political lexicon. It has come to signify a broad-ranging and distinctive program aimed at promoting economic recovery through the privatization of public enterprise and restoring the authority of the state. The Free Economy and the Strong State explores the roots of Thatcherism and its relationship to the Conservative tradition, to the economic liberal ideology of the New Right, and to the "new politics" which emerged from the recession and crisis of the world order in the mid 1970s.

It is also a book about the changing political economy of British capitalism's relationship to the European and wider global economies. It focuses on the creation in 2010 and subsequent operation of the independent body created to oversee fiscal rectitude in Britain, the Office for Budget Responsibility (OBR). More broadly, it analyses the politics of economic management of the UK's uncertain trajectory, and of British capitalism's restructuring in the 2010s and 2020s in the face of the upheavals of the global financial crisis (GFC), Brexit and COVID. A focus on the intersection between expert economic opinion of the OBR as UK's fiscal watchdog, and the political economy of British capitalism's evolution through and after Brexit, animates a framework for analysing the politics of technocratic economic governance. The technocratic vision of independent fiscal councils fails to grasp a core political economy insight: that economic knowledge and narratives are political and social constructs. The book unpacks the competing constructions of economic reason that underpin models of British capitalism, and through that inform expert economic assessment of the UK economy. It also underlines how contestable political economic assumptions undergird visions of Britain's international economic relations. These were all brought to the fore in economic policy debates about Britain's place in the world, which in the 2010s centred on Brexit. This book analyses OBR forecasting and fiscal oversight in that broader political context, rather than as a narrowly technical pursuit.

Born of the inter-war economic crisis, the call for the reconstruction of the economy according to a `plan' of one kind or another spanned practically the entire spectrum of the politics ofthe day. The fashion for planning is often seen as the seedbed of the Keynesian revolution and the `Butskellite' consensus of thenext decade. Yet `planning' was neither uniformly Keynesian nor, in fact, indicative of political agreement over economic policy. Beneath the shared language ofplanning, the radical economic debate was riven by the same ideological rifts which dominated the more conventional political scene. Dr Ritschel traces the many interpretations of planning, and examines the process of ideological construction and dissemination of the new economic ideas. He finisheswith an explanation of the planners' retreat, late in the decade, from the divisive economics of planning towards the less ambitious but also far less contentious alternative - the `middle way' of Keynesian economics.

Book excerpt: The Liberal Party and the Economy, 1929-1964 explores the reception, generation, and use of economic ideas in the British Liberal Party between its electoral decline in the 1920s and 1930s, and its post-war revival under Jo Grimond. Drawing on archival sources, party publications, and the press, this volume analyses the diverse intellectual influences which shaped British Liberals' economic thought up to the mid-twentieth century, and highlights the ways in which the party sought to reconcile its progressive identity with its longstanding commitment to free trade and competitive markets. Peter Sloman shows that Liberals' enthusiasm for public works and Keynesian economic management - which David Lloyd George launched onto the political agenda at the 1929 general election - was only intermittently matched by support for more detailed forms of state intervention and planning. Likewise, the party's support for redistributive taxation and social welfare provision was frequently qualified by the insistence that the ultimate Liberal aim was not the expansion of the functions of the state but the pursuit of 'ownership for all'. Liberal policy was thus shaped not only by the ideas of reformist intellectuals such as John Maynard Keynes and William Beveridge, but also by the libertarian and distributist concerns of Liberal activists and by interactions with the early neoliberal movement. This study concludes that it was ideological and generational changes in the early 1960s that cut the party's links with the New Right, opened up common ground with revisionist social democrats, and re-established its progressive credentials.
