Book excerpt: This study documents the public costs of high school dropouts in Georgia, and examines how policies that increase school choice, such as the recently-enacted tuition tax credit scholarship program will provide large public benefits by increasing public school graduation rates. The study calculates the annual cost of Georgia dropouts caused by reduced tax revenue, as well as increased Medicaid, public assistance and incarceration costs, and documents the employment impacts that dropouts have on the Georgia economy. It then examines how competition from private schools already raises public school graduation rates, and calculates the dollar value of the public benefits that result from Georgia's increased public school graduation rates generated by a modest school choice program. Key findings include: (1) Georgia residents who were born in the state are twice as likely to be high school dropouts and one-half less likely to have a college degree as residents who have moved to Georgia from another state; (2) Each Georgia dropout costs the state about $2,455 each year after they leave school, and for the remainder of their lives; and (3) A school choice policy improves public school graduation rates and produces millions in public savings. Book excerpt: This study seeks to inform the debate over a proposal in Georgia to give tax credits for contributions to organizations that provide scholarships to K-12 private schools. Such a program would extend to K-12 education the philosophy of choice that is inherent in the state's existing Hope Scholarships program for college students. This study constructs a model to determine the fiscal impact of tax-credit scholarships on the state and on local school districts. In addition to allowing Georgia to expand educational opportunity and improve the equity of its education system, a tax-credit scholarship program would generate large fiscal benefits for local school districts, increasing the available resources for students who remain in public schools. Because much of their revenue does not vary with enrollment, school districts would retain much of the funding associated with students who use scholarships to migrate from public to private schools. The overall impact on public schools would be to increase the financial resources available per student. Depending on how the program is designed, it could also result in a fiscal savings to the state budget. Even if it does not produce a savings at the state level, costs to the state would be significantly reduced because public school spending would go down as students leave with scholarships. These financial constraints, coupled with increased standards for student achievement through the widespread adoption of the Common Core State Standards (CCSS), create a heightened need for strategic resource use. However, districts are not currently using resources strategically, as research suggests that 40 cents out of every dollar are spent on practices not aligned with district or state priorities. Therefore, the role of the state today is not only to allocate resources, but also to ensure those resources are used effectively. The state of Georgia leads many others in addressing this issue, having engaged in a series of statewide reforms to grant Local Education Agencies (LEAs) greater flexibility over how they use district resources in exchange for greater accountability over student outcomes. Georgia's Flexibility Options program is at the cutting edge of similar efforts across the country. Education Resource Strategies' (ERS) recent deep exploration of K-12 resource use across Georgia, funded through Race to the Top, suggests that Georgia's ongoing reform efforts could be strengthened if they evolve an increasingly strategic and targeted role with respect to education reform. Ensuring that this effort leads to districts using resources in the most efficient and effective way takes time. In ERS' RT3 project--a two-year partnership with Georgia's Department of Education--findings revealed Georgia's resource restructuring opportunities could represent as much as twenty-eight cents of every dollar spent on K-12 education. As a result, three priority reallocation opportunities have been identified, which extend across the state and represent a significant investment in activities that are not likely to generate significant improvements in student learning. These three reallocation opportunities stem from: (1) an over-reliance on whole-day class-size reduction; (2) state and LEA compensation structures that compensate teachers according to years of experience and education credits instead of teaching effectiveness and contribution; and (3) insufficient provision of quality instructional time for students struggling in math and ELA to catch up with proficient peers. The study also identified three ways in which the state can help promote or foster better resource use within Georgia LEAs: (1) Foster district and school flexibility to meet student needs within their district and school contexts; (2) Leverage the existing collection and use of data, especially teaching-effectiveness data, to better inform district-level decision making with regard to staffing, budgeting, and scheduling; and (3) Provide targeted support to districts to help incubate or spread promising practices. This paper provides insight into resource restructuring opportunities and prioritizes actions that transform the state's role, so that it can make the most of its resources of people, money, and time to improve the education of all its students. Book excerpt: The United States' failure to educate its students leaves them unprepared to compete and threatens the country's ability to thrive in a global economy and maintain its leadership role. This report notes that while the United States invests more in K-12 public education than many other developed countries, its students are ill prepared to compete with their global peers. According to the results of the 2009 Program for International Student Assessment (PISA), an international assessment that measures the performance of 15-year-olds in reading, mathematics, and science every three years, U.S. students rank fourteenth in reading, twenty-fifth in math, and seventeenth in science compared to students in other industrialized countries. The lack of preparedness poses threats on five national security fronts: economic growth and competitiveness, physical safety, intellectual property, U.S. global awareness, and U.S. unity and cohesion, says the report. Too many young people are not employable in an increasingly high-skilled and global economy, and too many are not qualified to join the military because they are physically unfit, have criminal records, or have an inadequate level of education. The report proposes three overarching policy recommendations: implement educational expectations and assessments in subjects vital to protecting national security; make structural changes to provide students with good choices; and, launch a "national security readiness audit" to hold schools and policymakers accountable for results and to raise public awareness.
