Dugin sees Russia as the primary geopolitical pole of the land-based civilizations of the world, forever destined to be in conflict with the sea-based civilizations. At one time the pole of the seafaring civilizations was the British Empire; today it is represented by the United States and its NATO allies. Russia can only fulfill its geopolitical mission by remaining in opposition to the sea powers. Today, according to Dugin, this conflict is not only geopolitical in scope, but also ideological: Russia is the primary representative and defender of traditional values and idealism, whereas the West stands for the values of liberalism and the market-driven society. Whereas Russia began to lose sight of its mission during the 1990s and threatened to succumb to domination by the Western powers, Dugin believes that Putin has begun to correct its course and return Russia to her proper place. But the struggle is far from over: while progress has been made, Russia remains torn between its traditional nature and the temptations of globalism and Westernization, and its enemies undermine it at every turn. Dugin makes the case that it is only by remaining true to the Eurasian path that Russia can survive and flourish in any genuine sense – otherwise it will be reduced to a servile and secondary place in the world, and the forces of liberalism will dominate the world, unopposed.

This is the main question this essay is addressing. Additionally, it is also asked what extant these competing dynamics could lead to tension, conflict and war in the eastern European region. Which tools of soft and hard power from both Russia and the EU are used in order to influence the Ukrainian political trajectories in the post Orange Revolution era? Russia’s and EU’s integration policies will be therefore described in empirical terms, based on secondary literature, and interpreted in terms of (neo-)realism. In analyzing Russia’s and EU’s foreign policy towards the Ukraine the author will consider Russia’s and EU’s official foreign policy concepts and other relevant documents and statements by their representatives. Among the features of the post-socialist transformation of Eastern Europe over the past two decades have been the conflicts over collective identities, geostrategic territories (national borders) and natural resources (especially natural gas and crude oil). Sometimes these conflicts have led to military confrontations. But most important both external actors Russia and the EU have used a wide variety of instruments ranging from more coercive to softer tools in order to influence the domestic trajectories of the former Soviet states, geographically squeezed between the EU and Russia. As we will see in this essay, the case of Ukraine is special and is a culmination of a long-term crisis in EU-Russia relations.

Diplomatically, these two Eurasian powers take similar approaches to conflicts in Ukraine and Syria, and also cooperate on non-traditional security issues including preventing coloured revolutions, cyber management, and terrorism. These issue areas illustrate four themes. They are key players not only influencing regional issues, but also international norms and institutions. Lastly, Russia and China have frictions in their relationship, and not all of their interests overlap. The Sino-Russian relationship has gained considerable momentum, particularly since 2014 as Moscow turned to Beijing attempting to offset tensions with the West in the aftermath of Russia's annexation of Crimea and intervention in Ukraine. In 2007, the enlargement process of the EU proceeded with another two former Soviet satellites, Romania and Bulgaria becoming new members. Furthermore, the Ukrainian government, whose country shares a common border of almost 1600 km with Russia, has commited itself to enhance political and economic reform processes. Its strategic long-term goal is the accession to the EU. Although it is rather unlikely that accession talks with the Ukraine will start in the near future, the course adopted by the government is obvious. Georgia, a former Soviet republic as well, formulated back in 2003 its strategic long-term objective which is becoming a member of the EU. The Eastern Enlargement in 2004 brought the EU at the doorstep to the Russian Federation. Although having shared a common border with Russia since 1995 when Finland became a member of the EU, the situation now is qualitatively different. Russia’s former direct sphere of influence is now integrated within the framework of the EU. Due to this relatively new situation of immediate neighbourhood without any ideologic cutting line or cordon sanitaire1, it is likely that new patterns concerning the Russia-EU relationship arise. Particularly, the Russian perspective on the EU might change qualitatively, with the latter expanding to territories that were just fifteen years ago under direct control of the Union of Socialist Soviet Republics (USSR). This paper argues that Russia faces a dilemma concerning its relations with the EU. On the one hand, the EU constitutes a competitor for post-Soviet space. On the other hand, Russia needs the EU as a partner, particularly in the economic field. Therefore, the main objective of this paper is to examine Russia’s perception towards the EU’s enlargement policy. In the first part, base lines of Russian foreign policy since 1990 will be identified by applying theoretical approaches of international relations to these developments. The role the EU played in Russia’s foreign policy perception will be emdedded into the broader scope of Russia’s general approach to international affairs. Russia’s specific perception attributed to EU’s Eastern enlargement policy will be the focus of the third part of the paper. Identifying patterns of Russian responses to the dynamics of EU’s Eastern Enlargement and the implications of these responses for Russia-EU relations will also be discussed.
