Book excerpt: The World Summit on Sustainable Development (WSSD) in Johannesburg 2002 was the latest conference in an international process to manage environment and development issues that can be traced back to the late 1960s. Three milestones mark this 30-year process of social and political interaction: the United Nations Conference on the Human Environment (UNCHE), held in Stockholm in 1972, the first international meeting at a high political level convened to address environmental issues; the 1992 United Nations Conference on Environment and Development (UNCED), held in Rio de Janeiro; and the WSSD, which attempted to set policy goals and targets for the global environmental and developmental challenges previously identified.But what did the WSSD achieve? Following the summit there have been various opinions of its significance and its outputs, many of them negative. This book argues that there is a need to place the WSSD in its broader context. Understanding the connections between the WSSD and its precedents as well as those between this overall process and individual environmental decision-making processes (such as on climate change), and how they all contribute to the overall global policy process, adds a critical dimension to the analysis of the WSSD outcomes. This book examines the challenges facing the global policy process for sustainable development as it continues beyond Johannesburg into the future. It combines a forward outlook with a historical perspective in tracing the evolution of selected cross-cutting themes on the agenda of the three conferences, the institutions and formal results of the process, and the actors and their patterns of interaction over time. The book argues that this is a result of the integrity of the policies having been compromised by vested interests and that Japanese business and politics ensure that the policies are primarily focused on maintaining sustainable economic growth. Whilst Japan's global environmental initiatives are the key to its economic survival in the 21st century, and these initiatives may achieve their aims, they do however fail the Japanese code of environmental ethics. Book excerpt: Identity has become an explicit focus of International Relations theory in the past two to three decades, with one case attracting and puzzling many early identity scholars: Japan. These constructivist scholars typically ascribed Japan a ‘pacifist’ or ‘antimilitarist’ identity – an identity which they believed was constructed through the adherence to ‘peaceful norms’ and ‘antimilitarist culture’. Due to the alleged resilience of such adherences, little change in Japan’s identity and its international relations was predicted. However, in recent years, Japan’s foreign and security policies have begun to change, in spite of these seemingly stable norms and culture. This book seeks to address these changes through a pioneering engagement with recent developments in identity theory. In particular, most chapters theorize identity as a product of processes of differentiation. Through detailed case analysis, they argue that Japan’s identity is produced and reproduced, but also transformed, through the drawing of boundaries between ‘self’ and ‘other’. In particular, they stress the role of emotions and identity entrepreneurs as catalysts for identity change. With the current balance between resilience and change, contributors emphasize that more drastic foreign and security policy transformations might loom just beyond the horizon. This book was originally published as a special issue of The Pacific Review.

In the mid-1930s, Japan withdrew from a naval arms control framework that had restrained military buildup on both sides of the Pacific Ocean since the early 1920s. By doing so, Japan not only triggered a naval arms race with the United States that exhausted its economy, it also destroyed the last institutionalized structure regulating the relationship between the two Pacific powers. Japan and the United States became caught in a spiral of tensions that culminated with the attack on Pearl Harbor in December 1941. Puzzling is the fact that the international environment in the Asia-Pacific was relatively stable in the mid-1930s, while Washington was pursuing a policy of accommodation toward Tokyo. By rejecting arms control and engaging in unfettered naval expansion, Japan overbalanced against the United States and began its rush to the Pacific War. The book explains Japan’s overbalancing with a neoclassical realist model that combines the literatures on threat perception and civil-military relations. Amid the Manchurian crisis of 1931-1933, as the Japanese government collaborated with the military institution to address the situation in China, military influence on the formulation of foreign policy surged. The perceptual and policy biases of the military, which include the tendency to distrust other countries’ intentions, to adopt worst-case analyses of international dynamics and to strive to maximize military power, gradually penetrated the decision-making process. Dysfunctions in the preexisting structure of Japanese civil-military relations, engendered by an over-depoliticization of the military institution, allowed the navy to convince policymakers that the United States was inherently hostile to Japan, hence the necessity to prepare for war. The government was brainstormed, adopting the biased military perspective on international affairs. Japan overbalanced in a myopic but conscious way.
