Available in PDF, EPUB and Kindle. Book excerpt: In 1995, two significant aircraft made aviation history as they lifted off runways in different parts of the country. One, the Boeing 777, a wide-bodied, two-engine passenger plane created by private enterprise, made its first commercial transoceanic flight in June 1995. The other, the C-17, a military cargo plane created by the Department of Defense (DOD), received initial operating certification in January 1995. Each aircraft exhibited innovative design and high-tech features, but neither boasted an unprecedented level of untried technology. They were similar in many ways-both intended to ferry passengers or cargo with appropriate ease from one point to another. Yet each of these aircraft had a unique story of development-one a straightforward narrative of almost 9 years, the other a complex, convoluted yarn spanning 24 years. Even after Congress approved funding, the C-17 time table was greater than the Boeing 777. This study compares and contrasts the histories of these two aircraft to determine why a private-sector company was able to develop and produce the 777 in significantly less time than the government took to develop and produce the C-17. The 777 originated in the late 1980s during market research by the Seattle-based Boeing Company. To determine what the market would bear, Boeing solicited input from commercial airlines, asking them what they wanted in a new aircraft. Once Boeing determined the type of aircraft to build, the company set a timeline, initiated innovative development procedures, and then followed a set of guidelines to produce the aircraft.

This book was released on 2012-06-25 with total page 120 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study-a comparison of the Boeing and Department of Defense approaches to developing and producing an airplane-was undertaken to find out why the DOD approach results in development and production programs that span 11 to 21 years, while Boeing develops and produces planes in 4 to 9 years. The C-17 and 777 were chosen because both use similar technology levels.

Book Technology Approach DoD Versus Boeing A Comparative Study

Download or read book Technology Approach DoD Versus Boeing A Comparative Study written by and published by . This book was released on 1995 with total page 19 pages. Available in PDF, EPUB and Kindle. Book excerpt: This article presents a comparative analysis of the use of technology by Boeing and the Department of Defense (DoD) to determine how it may have affected development time for the C-17 and the Boeing 777 aircraft. Boeing's focus on cost, schedule, performance, and market competition is contrasted with DoD's focus on performance. The paper concludes that the mere existence of a technology should not obscure the impact its maturity may have on program cost and risk, whether it will meet a real need of the user as opposed to a gold-plated one, and whether the added development time it may require could pose unanticipated problems for the customer, or even result in fielding an obsolete weapons systems.

Book Defense acquisition improved program outcomes are possible

Download or read book Defense acquisition improved program outcomes are possible written by and published by DIANE Publishing. This book was released on 1998 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: We are pleased to be here today to discuss issues facing the Department of Defense (DOD) in its acquisition of weapon systems, related spare parts, and other goods and services. In response to the many changes that have been witnessed in the defense acquisition environment over the last few years, DOD has begun broad-based changes to its acquisition and contracting processes. However, weapon programs continue to have questionable requirements; unrealistic cost, schedule, and performance estimates; and strategies that begin production before adequate testing has been completed. This discussion of acquisition issues is well-timed, as DOD implements plans to increase its procurement budget to $60 billion in fiscal year 2001-a 40-percent increase over last fiscal year's budget. My testimony focuses on a different approach to improving weapon acquisition outcomes based on best commercial practices and an understanding of the acquisition culture. My testimony also includes some observations on (1) DOD'S management of its acquisition workforce and organization, (2) DOD'S experience with commercial pricing of spare parts, (3) the effectiveness of DOD'S mentor-protege pilot program, and (4) federal agencies' use of multiple award task- and delivery-order contracts.

Available in PDF, EPUB and Kindle. Book excerpt: In response to a congressional request, GAO evaluated the Air Force's analysis leading to its decision to develop and produce the C-17 aircraft rather than buy additional C-5 aircraft for its long-range airlift needs, specifically: (1) its airlift requirements and capabilities; (2) the alternatives it considered to alleviate the airlift shortfall; and (3) the criteria and assumptions it used to evaluate the alternatives. GAO noted that: (1) in 1983, the Air Force concluded that the C-17 aircraft was the most cost-effective way for it to meet its airlift requirements; (2) the Air Force has continued research and development on the C-17 and has obligated almost $600 million for the program; and (3) in 1987, the Air Force received an initial $50 million to produce the C-17 and, over the next 5 years, plans to request about $14 billion to develop and buy it. GAO found that: (1) lower operating and support costs could more than offset higher C-17 acquisition costs, resulting in lower C-17 life-cycle costs than the C-5 alternative; (2) the C-5 cannot match the expected C-17 capability to land and operate at a wide range of airfields closer to the battle area; (3) the C-17 alternative could require about 12,900 fewer personnel than the C-5 alternative; (4) the C-5 alternative could allow the Air Force to increase its airlift capability more quickly, since the C-5 is already in production and the first C-17 would not be ready until 1990; (5) if the Air Force continues with the C-17 program, its costs will probably exceed its estimates by about $2.3 billion; and (6) if the Air Force selects the C-5, it would need an additional $3.6 billion over its estimated costs.

Book Aviation Safety and Pilot Control

Download or read book Aviation Safety and Pilot Control written by National Research Council and published by National Academies Press. This book was released on 1997-03-28 with total page 221 pages. Available in PDF, EPUB and Kindle. Book excerpt: Adverse aircraft-pilot coupling (APC) events include a broad set of undesirable and sometimes hazardous phenomena that originate in anomalous interactions between pilots and aircraft. As civil and military aircraft technologies advance, interactions between pilots and aircraft are becoming more complex. Recent accidents and other incidents have been attributed to adverse APC in military aircraft. In addition, APC has been implicated in some civilian incidents. This book evaluates the current state of knowledge about adverse APC and processes that may be used to eliminate it from military and commercial aircraft. It was written for technical, government, and administrative decisionmakers and their technical and administrative support staffs; key technical managers in the aircraft manufacturing and operational industries; stability and control engineers; aircraft flight control system designers; research specialists in flight control, flying qualities, human factors; and technically knowledgeable lay readers.
