Now that the three countries have gained their independence, the governments are deliberating whether the common market should be maintained and, if so, under what arrangements. While there is general agreement that the common market benefits East Africa as a whole, there is some question concerning how the gains are distributed. Some observers have suggested that, although Kenya derives the lion's share of the gains, both Uganda and Tanganyika have gained as well. Others have argued that the gains to Kenya are at the expense of its two partners. In the present study this issue is examined and some suggestions concerning the future operation of the common market are made.

To the end of this edition, and in order to avoid repetitions, the original texts have been modified, particularly with regard to the titles and introductions ofthe chapters. Chapter two reproduces the article "Economic Integration and Intra-Industry Trade: The Case of the Argentine-Brazilian Free Trade Agreement", published in the Journal of Common Markets (vol XXIX, No 5, pp. 527-552, sept. 1991). Chapter three originates from an empirical study prepared for UNIDO, the United Nations Industrial Development Organization. The analytical framework and the preliminary conclusions of that work appeared in a working paper "The MERCOSUR Pattern of Intra-Industry Trade" (RP No 75, Stockholm: LAIS, 1997). Chapter four was published with the title "Plant-size Effects ofTrade: The Case of MERCOSUR Countries" as a chapter of the book Growth Trade and Integration in Latin America (W. Karlsson and A. Malaki (eds. ), Stockholm: LAIS, pp. 297-319, 1996). Chapter five in tum corresponds to the article entitled "Measuring the Effects of Economic Integration for the Southern Cone Countries: Industry Simulations of Trade Liberalization" as published in The Developing Economies (Vol. XXXIII, No 1, pp. 1-31, mars 1995). Finally, chapter six is the revised and updated version of the paper presented at the First European Congress ofLatinamericanists, which took place at Salamanca, Spain in June 1996.

Book excerpt: The objective of this text is to develop and implement a model for allocating the industries of the Sectorial Programs of Industrial Development of the Andean Common Market. In the Andean Common Market, as in most other integration schemes among less developed countries, the main expectations regarding the promotion of economic growth are based on the expectation of increased opportunities for import substituting industrialization. The concern here is with the Andean Common Market in particular because it has been the economic integration scheme that has most explicitly recognized the objective of the less developed countries of taking advantage of the new opportunities for industrial ization created by the combination of the individual markets. In the Andean Common Market the importance attached to the expectation of the gains from industrialization was expressed in the formulation of Sectorial Programs of Industrial Development. Other integration schemes among less developed coun tries have not addressed the issue of import substituting industrialization in such detailed manner. In the first section of this chapter the importance of the topic of allocating industries in integration schemes among less developed countries is discussed. It is argued that the benefits to be derived from increased trade in the traditional products of the member countries are minimal. Instead, the member countries 1 2 ALLOCATION OF INDUSTRY IN THE ANDEAN COMMON MARKET expect the benefits from economic integration schemes to be derived from the utilization of the opportunities for industrialization created by such schemes.

Grieco offers a provocative answer to a fundamental question in world politics: How does the anarchical nature of the international system inhibit the willingness of states to work together even when they share common interests? Grieco examines the capacity of two leading contemporary theories—modem political realism and the newest liberal institutionalism—to explain national responses to the non-tariff barrier codes negotiated during the Tokyo Round of international trade talks. According to his interpretation of realist theory, Grieco characterizes states as "defensive positionalists." As such, they often fail to cooperate because they fear that a joint endeavor, while producing positive gains for all participants, might also generate disparities in gains among the partners involved. Grieco demonstrates that this realist concept of defensive state positionalism gives rise to a better understanding of the systemic constraints on international collaboration and of the impact of anarchy on states than is offered by neoliberal institutionalism. Drawing on previously unreported archival materials, Grieco rigorously applies the two theories to an empirical analysis of the cooperative efforts of the United States and the European Community during the 1980s to regulate and reduce non-tariff trade barriers through the General Agreement on Tariffs and Trade.
