Book excerpt: This timely and important work addresses the controversy surrounding discouragement among the unemployed. Using an unprecedented set of national and local studies, and drawing on disparate research in nearly every social science discipline, the authors produce an original, highly detailed portrait of discouraged workers. From their analysis they offer recommendations on what can be done to promote employment and reduce long-term dependency on government assistance. Other timely issues discussed are chronic minority unemployment, worker dislocation through plant closings, the impact of low wage jobs on reducing poverty, the feminization of poverty, the plight of the working poor, and the importance of the family.

Book The Discouraged Worker Effect in public works programs Evidence from the MGNREGA in India

This book was released on 2017-04-28 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study investigates the consequences of poor implementation in public workfare programs, focusing on the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) in India. Using nationally representative data, we test empirically for a discouraged worker effect arising from either of two mechanisms: administrative rationing of jobs among those who seek work and delays in wage payments. We find strong evidence at the household and district levels that administrative rationing discourages subsequent demand for work. Delayed wage payments seem to matter significantly during rainfall shocks. We find further that rationing is strongly associated with indicators of implementation ability such as staff capacity. Politics appears to play only a limited role. The findings suggest that assessments of the relevance of public programs over their lifecycle need to factor in implementation quality.

Available in PDF, EPUB and Kindle. Book excerpt: This book brings together recent work analysing the labour market behaviour of agents, particularly with regard to unemployment, job search, and labour supply. It considers the economic and demographic factors involved, and in particular the responsiveness of labour market behaviour to changes in these factors. There has been considerable recent progress in the design of appropriate econometric techniques and models with which to confront labour market theories with available data. The contributions to this volume represent important extensions or applications by some of the foremost researchers in the field, provide tests of the available theories, and draw the consequent conclusions for policy. Subjects covered include unemployment, the duration of unemployment, the effects of insurance, benefits and taxation, youth unemployment, models of labour supply, and female participation. The contributors come from the USA, Canada, UK, France, Sweden, and Denmark.
