Book excerpt: Since the 1980's, fear of school violence has driven American public education toward increasingly punitive and exclusionary methods of school discipline. Yet recent research has begun to raise serious questions about the effectiveness and equity of suspension and expulsion. Despite such controversy concerning the use and effectiveness of suspension and expulsion, little is known about the actual perspectives of school principals; that is, to what extent do instructional leaders support the philosophy of zero tolerance in general, or the use of suspension and expulsion in particular? Previous research has suggested that there are distinctly different perspectives among principals towards school discipline and that these attitudes may be associated with differences in the use of suspension and expulsion. To address such questions, the authors surveyed Indiana's principals on their perspectives concerning school discipline and violence prevention strategies. Their goals were to (1) gain a sense of attitudes of principals towards school discipline; and (2) explore the extent to which principal attitudes and perspectives are related to disciplinary outcomes in Indiana's schools. He received his PhD in sociology from Northwestern University. LAUREN SARTAIN is a research analyst at UChicago CCSR. She has a BA from the University of Texas at Austin and a MPP from the Irving B. Harris School of Public Policy at the University of Chicago, where she is currently a doctoral student. ELAINE ALLENSWORTH is the Executive Director of UChicago CCSR. She conducts research on factors affecting school improvement and students' educational attainment, including high school graduation, college readiness, curriculum and instruction, and school organization and leadership. RACHEL LEVENSTEIN is the Senior Manager for Survey Research at UChicago CCSR, where she oversees the annual census of roughly 225,000 Chicago Public Schools students, teachers, and principals. She directs all aspects of the survey process, including content design and pretesting, data collection, documentation, item analysis, and tests for response bias. She is also involved in reporting and dissemination of the results to the nearly 700 schools in CPS. Her research specialties include nonresponse and measurement error issues in survey data collection. The University of Chicago Consortium on Chicago School Research (UChicago CCSR) builds the capacity for school reform by conducting research that identifies what matters for student success and school improvement. Created in 1990, UChicago CCSR conducts research of high technical quality that can inform and assess policy and practice in the Chicago Public Schools. UChicago CCSR studies also have informed broader national movements in public education. UChicago CCSR encourages the use of research in policy action and improvement of practice but does not argue for particular policies or programs. Rather, UChicago CCSR helps to build capacity for school reform by identifying what matters for student success and school improvement, creating critical indicators to chart progress, and conducting theory-driven evaluation to identify how programs and policies are working.

Book excerpt: This qualitative, causal-comparative study examines the perspectives of middle-grades principals and assistant principals concerning school discipline, with the purpose of determining if these perspectives could be associated with a "zero tolerance" philosophy of managing students' behavior. Zero tolerance, which is based on the belief that increasing the consequence of major and minor offenses improves students' behavior, has been shown to contribute to the rise in school suspensions since its inception in the early 1990s. Research confirms that this practice negatively affects African American students, particularly African American boys; the urban Minnesota school district studied has a high rate of such suspensions. The study's objectives were (a) to gain a sense of the perceptions of principals towards school discipline; (b) to explore the extent to which principals' attitudes and perspectives were related to disciplinary outcomes in the middle grades; and (c) to determine principals' receptiveness toward prevention strategies that serve as a deterrent to exclusionary practices (practices that result in loss of instructional time in the classroom). The survey instrument used was the Disciplinary Practices Scale. Data from this study indicated that principals' perspectives could be split into two clusters: prevention orientation, and exclusion orientation. These findings are consistent with other studies that have examined the increasing use of exclusion practices as a means of managing school discipline.
